A APFF, S.A. possui as atribuições de Autoridade Portuária no Porto da Figueira da Foz, tendo jurisdição sobre os terrenos portuários, áreas de expansão e áreas do Domínio Público Marítimo anexas ao estuário do Rio Mondego. A área de jurisdição é delimitada por uma linha com início na intersecção do paralelo 53 750 com a berma poente da Rua do Engenheiro Silva (A) e acompanha esta via para sul até intersectar a berma sul da Avenida da Foz do Mondego. Segue ao longo da berma para nascente, continuando no mesmo sentido na Avenida de Saraiva

The APFF, S.A. has the attributions of Port Authority in the Port of Figueira da Foz, with jurisdiction on port terrains, areas of expansion and areas of Maritime Public Domain adjacent to the Mondego River estuary. The jurisdiction area is delimited by a line witch begins in the intersecção of parallel 53 750 with the western perimeter of Engenheiro Silva St. (A) and follows this route south until it intersects the southern perimeter of Foz do Mondego Av. Proceeds east along the Avenue’s perimeter, continuing in the same direction along Saraiva

de Carvalho e na Estrada Municipal n.º 600 até intersectar o caminho de ferro (B), passando a acompanhar o limite sul deste caminho até à Estação de Tratamento de Águas Residuais da Câmara Municipal da Figueira da Foz (C), onde atravessa o rio Mondego para o vértice nascente do Serradinho. Segue para sul até ao respectivo limite, inflectindo depois no sentido poente, acompanhando os limites sul do «Viveiro do Mondeguinho», do «Viveiro do Cerco», que atravessa a meio, do «Viveiro do Norte», do «Viveiro S. Julião» e do «Viveiro D. Maria». Atravessa a EN 109 para a berma poente, passando a acompanhar este limite no sentido sul até à rotunda, que contorna também para poente e logo de seguida para norte até ao ponto D. Segue para norte até ao ponto E, inflectindo para poente até ao ponto F e G onde intersecta o paralelo 52 100.

Julião Nursery” and the “D. Maria Nursery”. It crosses the National Road EN 109 to the western perimeter, following this limit south up to the roundabout, contours west and then north until point D. DESCRIÇÃO GERAlDO PORTO

O Porto da Figueira da Foz é um porto vocacionado para o transporte marítimo de curta distância, localizado no centro da costa Atlântica Portuguesa. Este porto oferece excelentes acessos rodoviários nacionais (A8, A17, A14 e A1) e acessos ferroviários à linha ferroviária Nacional e às linhas ferroviárias ibéricas e resto da europa. Atualmente o Porto da Figueira da Foz oferece soluções marítimas regulares para Marrocos, França, Reino Unido, Holanda e Alemanha. O capital social da Autoridade Portuária da Figueira da Foz (APFF) é integralmente subscrito pela APA - Administração do Porto de Aveiro, S.A., modelo de gestão que tem servido de incentivo para gestão em cooperação tendo em vista atender às necessidades logísticas da Região Centro de Portugal - sendo o Porto da Figueira da Foz uma solução logística intermodal para as indústrias da sua área de influência e para as províncias espanholas de Castilla y Leon, Madrid e Extremadura.

Presentemente este porto é um competitivo nó da cadeia de abastecimento de um dos mais importantes clusters industriais Portugueses - a celulose e papel (servindo uns dos principais produtores mundiais de produtos de celulose e de madeira). No que diz respeito as suas instalações, o Porto da Figueira da Foz dispõe de 2 terminais comerciais para carga seca (um terminal multiusos e um terminal de granéis sólidos) e 3 áreas especializadas: uma nova área privada para construção e reparação naval e duas áreas dedicadas às indústrias náutica e de pesca.

GENERAl DESCRIPTIONOF ThE PORT

The Port of Figueira da Foz is a short sea shipping port located in the center of the Portuguese Atlantic coast. This port offers excellent national road accesses (A8, A17, A14 and A1) and rail accesses to the National and Iberian rail lines. At the moment Figueira da Foz Port offers regular maritime solutions to Morocco (southbound service), France, United Kingdom, Netherlands and Germany (northbound services). The social capital of the Port Authority of Figueira da Foz (APFF) is fully subscribed by Aveiro Port Authority, which has been incentive to define a cooperative model as a strategy to serve the logistical needs of the Central Region of Portugal – defining Figueira da Foz as an intermodal and logistic solution for the industries of its area of influence and also extending its hinterland to the Spanish provinces of Castilla y leon, Madrid and Extremadura.

Currently Figueira da Foz Port is an important and competitive node of the supply chain of one important Portuguese cluster – the pulp and paper industries (figuring as the major producers of pulp and wood products in Europe and in the world). Concerning its facilities, the port of Figueira da Foz offers 2 commercial terminals for dry cargo (one multipurpose terminal and one solid bulk terminal) and 3 specialized areas: one new private area for Shipbuilding and Repair and 2 areas dedicated to nautical and fishing industries.

The recommended maximum draft vessels practicing bar is6.5 m. The maximum length (outside-to-outside) admitted is 120 m for vessels with bow thruster. In good weather conditions and sea, some flexibility may be exercised in respect of the recommended maximum dimensions after individual examination by the port authority (pilotage department). For further details regarding the conditions of access and maneuvering in port, please refer to the Notice - Safety Rules for navigation in the port of Figueira da Foz, available atwww.portofigueiradafoz.pt.

O calado máximo recomendado aos navios que praticam a barra é de 6,5 m. O comprimento máximo (fora-a-fora) admitido é de 120 m, para navios com propulsor de proa.

Em boas condições de tempo e mar, poderá ser exercida alguma flexibilidade, relativamente às dimensões máximas recomendadas, após análise individual por parte da autoridade portuária (departamento de pilotagem).

A fim de demandar a barra e canal de entrada em segurança, a navegação deverá tomar especial atenção ao enfiamento principal existente, bem como à restante sinalização marítima.

Toda a faixa costeira a oeste da praia entre Buarcos e o alinhamento do molhe Norte exterior tem fundos de areia com declive suave.

A zona de fundeadouro foi recentemente definida por Edital da Autoridade Marítima, entre os pontos com as seguintes coordenadas:

A: Lat-40° 09’,3 N; Long-008° 57’,0 WB: Lat-40° 08’,8 N; Long-008° 57’,0 WC: Lat-40° 09’,3 N; Long-008° 55’,7 WD: Lat-40° 08’,8 N; Long-008° 55’,7 W

No interior do porto não existem fundeadouros, sendo obrigatória a atracação de todos os navios, excepto em condições muito excepcionais, avaliadas pela autoridade portuária.

All along the coastline west of the beach, between Buarcos and the alignment of the outer north breakwater, there are sandy beds with gentle slopes.

The area of anchorage was recently defined in a regulation issued by the Maritime Authority, between the points:

A: lat-40° 09’,3 N; long-008° 57’,0 WB: lat-40° 08’,8 N; long-008° 57’,0 WC: lat-40° 09’,3 N; long-008° 55’,7 WD: lat-40° 08’,8 N; long-008° 55’,7 W

Inside the port there are no anchorage areas, mooring being mandatory for all vessels berthing, except in very exceptional conditions, analysed by the port authority.

•Cais acostável, para embarcações de serviços, com a extensão de 120 m e fundos adjacentes de (-4,00 m) ZH, permitindo eventualmente a atracação temporária de embarcações de recreio de comprimento superior a 16 m, caso sejam verificadas as necessárias condições de segurança.

•Edifício localizado centralmente na Doca de Recreio, no qual funcionam os serviços de receção da Marina, bem como duas lojas de conveniência, funcionando numa o fornecimento de combustíveis às embarcações, entre outros produtos de primeira necessidade, encontrando-se o segundo espaço vocacionado essencialmente para a venda de artigos náuticos. 2 pontões de receção, encontrando- -se o do lado nascente provido de estação de combustíveis.

•Os serviços de receção da Marina providenciam também informações meteorológicas, de marés, de âmbito turístico local e regional ou relativas a equipamentos urbanos. Disponibiliza igualmente serviço wi-fi. Na parte traseira do edifício encontram-se disponíveis modernos balneários com acesso controlado, bem como equipamentos semi-industriais de lavagem e secagem de roupa.

•Accostable pier 120 m long, with adjacent depths of (- 4.00 m) hz for service boats, eventually allowing the temporary berthing of pleasure crafts exceeding 16 m long, if the necessary safety conditions are observed.

•Marina Dock central building with reception services for mariners, and two convenience shops, one providing fuel for the boats, among other most needed products, and the second one selling essentially nautical products. 2 reception pontoons, the one on the east side with fuel station.

•Marina reception services also provides information about meteorological and tidal conditions, as well as local and regional turism and city public equipments. “Wi-fi” service is also available here. On the back part of the building there are acess controlled facilities with modern sanitary and showers, as well as a laundry area with semi-industrial washing and drying equipments.

•Containers for disposal of garbage and oil residues.

extensão do terminal de granéis em 2008, veio proporcionar aos clientes do porto um aumento significativo da capacidade em termos de acostagem e área operacional, ao adicionar 2 novos postos de acostagem aos já existentes, com fundos a (-7.00 m) ZH.

•Área de parqueamento de contentores com capacidade aproximada de 1.200 TEUS (porto dispõe de uma linha regular semanal de contentores).

The Port Authority has three 18 m weighbridge with a 60 T capacity, located at the commercial harbour (1) and on the new port entrance (2).

•Rebocador “Monte da Lapa” tipo Voit-Schneider, com 15 T de tração, 122,67 GT, comprimento fora a fora 26,25 m, 7,52 m de boca, 3,50 m de calado máximo, equipado com 2 motores de 650 cv, operado por empresa licenciada.

•Rebocador “Cte. Rocha e Cunha” tipo clássico, com 9 T de tração, 78,50 GT, comprimento fora a fora 23,83 m, 5,92 m de boca, 2,21 m de calado máximo, equipado com motor de 396 cv, operado por empresa licenciada.

•2 lanchas de pilotos “Cabo Mondego” com 22,31 GT e 2 motores Volvo Penta de 313 KW, desenvolve cerca de 22 nós, e “Medroa” com 13,98 GT e 2 motores Caterpillar de 310 HP, desenvolve cerca de 18 nós.

•Pontão “Rio Limpo“ com auto-propulsão, para combate à poluição, já referido anteriormente.

•Embarcação “Pesca Limpa” com 5.80 m de comprimento, 2.20 m de boca, e 0.30 m de calado e motor de 30 cv, para recolha de resíduos sólidos (capacidade até 3 m³).

•Embarcação “Foz” semi-rígida com motor de 85 cv.

• Embarcações “Delta” e “Gama” de fibra, para uso polivalente, com motor fora de borda de 4 cv.

Existe atualmente apenas 1 estaleiro naval em atividade (Atlantic Eagle Shipbuilding), ocupando as instalações dos anteriores Estaleiros Navais do Mondego, para construção e reparação. Situa-se na Doca dos Bacalhoeiros.

Os estaleiros da ex-Navalfoz, localizados na área anexa ao Porto de Pesca, encontram-se desativados.

There is only 1 naval shipyard in activity (Atlantic Eagle Shipbuilding), occupying the previous “Estaleiros Navais do Mondego” installations, for construction and shiprepair. The shipyard is located at the “Doca dos Bacalhoeiros”.

O porto da Figueira da Foz encontra-se certificado relativamente ao Código ISPS (International Shipping and Port Security System), em vigor desde 01 de Julho de 2004, e que proporciona uma protecção vital a toda a operação portuária e respectiva Comunidade, em termos de prevenção contra actos terroristas e outros ilícitos.

Encontra-se implementado por todo o país, o Sistema VTS (Vessel Traffic Service) Nacional, o qual consiste num conjunto de equipamentos de radar e de comunicações instaladas nos principais portos, bem como em alguns pontos da costa portuguesa, com a finalidade de exercer um melhor controlo do tráfego marítimo.

No porto da Figueira da Foz estão instaladas duas torres de VTS portuário. O controle do tráfego de aproximação e portuário encontra-se centralizado na Estação de Paço d’Arcos em Lisboa em ligação com a estrutura local do porto da Figueira da Foz.

Figueira da Foz port has a ISPS Code (International Shipping and Port Security system), certification, in force since the 1st of July 2004, which provides a vital protection to the whole port operation and community against terrorism acts and other illegal ones.

The National VTS (Vessel Traffic Service) System which is implemented throughout the entire country, consists in a set of radar and communications equipment installed in the main ports, as well as at some locations on the portuguese coast, with the purpose of providing a better maritime traffic control.

In the Port of Figueira da Foz there are two VTS towers installed, which consists the portuary and arriving traffic control is centralized in VTS Coastal Station at Paço d’Arcos, lisbon, in connection with the local port structure.

Esta nova aplicação de gestão portuária nacional insere-se no âmbito do projecto PIP’e (Procedimentos e Informação Portuária Electrónica). Constituindo um importante “upgrade” aos sistemas de gestão portuária existentes (Gespor e PCom), a JUP proporciona uma ferramenta ímpar que permite a gestão da actividade portuária em tempo real, com rigor, e simultaneamente de modo célere, flexível e integrado, providenciando uma melhoria substancial da competitividade do conjunto dos portos nacionais. O desenvolvimento desta aplicação e respectivo processo de implementação junto de cada porto nacional, resultou de um aturado e paciente trabalho de vários anos por parte de uma Comissão de especialistas nacionais de alta craveira, tendo como entidade promotora a APP (Associação dos Portos Portugueses), conseguindo-se assim com a oferta de um serviço de qualidade, integrar simultaneamente os requisitos da operação portuária e o papel de cada um dos “stakeholders” na mesma, tendo em consideração as directivas internacionais em vigor.

PORT SINGlE WINDOW (JUP)

This new application of national port management, is inserted in the PIP’e (Procedures and Port Information Electronic) project scope, foreseeing January 2009 as the instance that it enters in production nationwide. Constituting an important “upgrade” to the existing systems in port management (Gespor and PCom), the JUP provides a power tool which allows management of port activity in real time, with severity, and simultaneously fast, flexible and integrated, which will certainly provide a substantial improvement in competencies of national ports.

The development of this application and respective process of implementation in each national port, was the result of persistent and patient work of many years on the part of a Commission of national specialists, with high standards, having as promotional entity the APP (Association of the Portuguese Ports), obtaining thus a certainty of a quality service, simultaneously integrating port operation needs and the role of each one of the “stakeholders”, taking into consideration the current international standards.

Este serviço é obrigatório na área do interior do porto e até um limite exterior aproximado de 2 milhas centrado no farolim do molhe norte exterior.

A pilotagem é obrigatória, exceptuando os casos previstos no Regulamento Geral do Serviço de Pilotagem, de que se mencionam os mais importantes:

1) Os navios da Armada nacional e as unidades auxiliares da Marinha;

2) Embarcações de entrada ou saída destinadas a trabalhos portuários;

3) Navios em tráfego de cabotagem nacional

4) As embarcações de tráfego local, rebocadores locais e embarcações auxiliares locais;

5) As embarcações de pesca, local e costeira;

6) As embarcações de recreio.

Quando a barra estiver aberta, mas haja ondulação forte, o piloto dará instruções por VHF (é usado o canal 14 para a Pilotagem) ao navio, a fim de que este demande a barra em segurança, e só entrará a bordo quando o navio já se encontrar no interior dos molhes. Para efectuar os pedidos de piloto, o Departamento de Pilotagem deve ser contactado em VHF canal 14 ou 16.

This service is compulsory in the interior of the harbour area, until an exterior limit of approximately 2 miles radius with its centre on the lighthouse located at the northouter breakwater.

Pilotage is compulsory, exception is made only for the following cases, as per the pilotage general service regulations:

1) National Navy vessels and auxiliary units;

2) Vessels inbound or outbound engaged in harbour works;

3) Vessels engaged in national coastal traffic;

4) local traffic boats, tugs and auxiliary vessels;

5) Coastal and local fishing vessels;6) Pleasure crafts.

When the entrance to the channel is open, but strong swell conditions are felt, the pilot will give instructions by VhF ( channel 14 is used for pilotage), to the ship, so that it can approach the channel entrance safely, and will only embark when the ship is already inside the breakwaters. To ask for a pilot, all the requests should be made to the Pilot Department, on VhF channel 14 or 16.

Movem-se as árvores pequenas. Formam-se vagas nos lagos.

Movem-se os ramos grandes das árvores. Sibilam os fios do telégrafo. Dificuldade em conservar abertos os guarda-chuvas.

As árvores sacodem-se. Dificuldade em andar contra o vento.

AlERTA AOS UTIlIZADORES:•As previsões de marés indicadas

são referidas a um fuso horário que poderá não coincidir com o fuso horário correspondente à hora legal. Assim, entre a 1 hora de tempo legal (1 hora TU) do dia 29 de Março e as 2 horas de tempo legal (1 hora TU) do dia 25 de Outubro (hora de Verão), deverão os utilizadores somar 60 minutos aos valores horários indicados.

•Existe presentemente uma diferença sistemática de cerca de +10 centímetros entre as alturas de água observadas e as alturas de marés previstas, pelo facto do plano Zero Hidrográfico (Z.H.) ter sido fixado em relação a níveis médios adotados há várias décadas-bem como devido à variação do nível médio do mar.

REMARKS

ALERT TO THE USERS:• The forecast of appropriate tides is told

to a time zone that will not be able to coincide with the corresponding time zone to the legal hour. So, between 1 hour of legal time (1 hour TU) of the 29th of March and the 2 hours of legal time (1 hour TU) of the 25th of October (summer hour), the users must add 60 minutes up to the values appropriate time-tables.

• There is at present a systematic difference of nearly +10 centimeters between the observed heights of water and the heights of predicted tides, because of the flat hydrographic zero (z.h). to have been fixed regarding middle levels adopted several decades ago as well as due to the variation of the middle level of the sea.
