Pilipenko L. M. Foreign capital in the banking sector of Ukraine as a factor of

providing state financial security. – Manuscipt.

sciences in specialty 21.04.01. – Economic security of the state. – National Institute of

Strategic Studies, Kyiv, 2016.

The dissertation is dedicated to developing the theoretical and methodological

foundations of evaluating the influence of foreign capital in the banking system on state

financial security.

The specifics of attracting foreign capital into the banking system of Ukraine are

researched in the context of state financial security. Determinants of foreign capital

presence in the banking system of Ukraine, influencing state financial security, are

characterized – factors, which may lead to an appearance of threats to state financial

security, as well as factors, capable of creating the potential for its strengthening. A

connection is established between these factors and elements of national security in the

financial sphere – security in the budget sphere; in the sphere of governing the state and

corporate debt; banking sphere; in the sphere of currency market functioning; in the real

sector of the economy finances sphere; in the taxation sphere.

A methodology for evaluating the condition of state financial security in the banking

sphere with foreign capital presence is presented. It includes a description of indicators,

their threshold values and weight coefficients, as well as a calculation of an integral index.

The practical value of this methodology is the possibility of its application for

substantiating governing decisions concerning prevention and neutralization of real and

potential threats to state financial security in the banking sphere with foreign capital

presence.

A substantiation of the concept of providing state financial security in the banking

sphere with foreign capital presence is presented. The main goal of providing state

economic security in the banking sphere is the protection of national interests, as well as

stimulating economic growth. This is done on the basis of effective crediting of the real

sector of the economy and individuals according to EU standards, developing a fair

competition between national and foreign capital on the banking services market,

obtaining economic benefits from a tighter integration of the Ukrainian banking system

into the world financial space. In order to achieve the stated goal, tasks for state policy are

substantiated; each task is further specified by a string of practical actions.
