The target population of Iniziativa Lavoro - 1
Let’s remind that FCRT has been for many years actively engaged in job-relatededucational programmes, under the umbrella brand “Talenti”:
• “Talenti” for bright degree students;
• “Talenti” for younger secondary school students;
• “Talenti” for young potential entrepreneurs and export specialists
• “Talenti” for talented young musicians
The governing body of FCRT remarked back in 2014 that we were biased in favour of brilliant, top-up people, with no opportunities offered to young,
average people or those hit by the recent economic and employmentdownturn

The target population of Iniziativa Lavoro – 2
Iniziativa Lavoro was then set up with the aim to facilitate
• Young job seekers (< 30 y old), not previously employed or anyway with average or poor job skills
• People with no age limits, who had past job experiences that ended up with layoffs and /or plant closures, particularly when they are not entitled to usual welfare programmes (very small firms or specific sectors in services and manufacturing)
• People getting back to labour market after a long spell they were not activelyseeking jobs
• Firms with current vacancies which are difficult to fill because of mismatch (lack of appropriate skills in the labour market)
• Firms willing to offer training opportunities, sometimes in the light of their CSR policies, with no strict hiring obligation but open to consider new hiring as soon as the economy will turn to growth again

How it should works…-1
Networking is the first crucial word
The package is only available for established partnerships among:
• A non for profit organization
• A training agency
• A specific and clearly identified group of firms (no matter size and legal status)
• Public or private labour market operators or interim agencies
• A local branch of a firms association
The partnership must identify a number of job vacancies or job opportunities; then theyshould select candidates for those placements (FCRT broadly set method and prioritycriteria, in order to secure equal opportunities, partially different from those grantingaccess to schemes run by the public sector); co-financing is highly appreciated, as well asex ante engagement to hiring after the end of the programme.
Coordination with Regional Authorities was granted and best practices were mutuallyexchanged.

How it should works…-2
Effective Impact is the second crucial word
The package is only paid in full if the trainee is really employed six months after the end ofthe programme. Please note, however, that
• Self employment, as well as payroll jobs, are both equally admitted (big changefor italian labour policy), but self employment opportunities must be clearlysupported ex ante (a client portfolio should be identified for each self employed)
• The proportion of performance linked payment has been reduced to 15 – 20% (much higher originally)
• Tight ex ante rules have been set in order to avoid mishandling by training agencies

Before selection, all in all:
• 66 partnerships send their proposal
• On average partnerships were set by 4 different partners
• On average there were 5 firms for any partnership
• The total number of training places made available is 663
Those number are much better than initially expected: weak economic perspectivesat the beginning of the iniziative, as well as the complexity in putting togetherentities which have no track record of previous cooperation strongly supported a very cautious attitude.

• 32 schemes were approved
• The total number of partners involved is 104, together with 32 no profit organizations
• The total number of firms offering traning is 207
• The total number of training places is 314
• The total number of firms in client portfolios for those potentially self employedis 77

Something about money
• Original budget was around 800.000 euros
• The final budget was implemented up to 1.221.500 euros, given the successfulresult of the programme: most of the increase was drawn from the LocalDevelopment Support Grants budget
• Payments will follow a milestone procedure
• Unit cost per job creation has shown a wide variation (from 2500 to 8000 euros): a new set of rule has been set in order first to reduce, and then control for thiscritical factor

Improving a VP/SI approach: some ideas
• Iniziativa Lavoro has a built-in evaluation scheme focused on a counterfactual assessment, operated partially by an indipendent specialist team
• Full scale evaluation will take some time (2/3 years?)
• Iniziativa Lavoro has not been conceived as a VP initiative from the beginning
• An evolution towards a VP, or even a proper SIB structure is under investigation: public money (EU or national) is probably unavailable and hardly a supportanyway; seeking private, socially minded investors could be a better idea.
