A cadeia produtiva da cana-de-acar vive dias de ajustesem seu sistema de cultivo e de industrializao no Brasil. Quemacompanha a realidade do setor sabe que as trs ltimas safrasenfrentaram os contratempos motivados pelo clima, comobem demonstra oAnurio Brasileiro da Cana-de-acar 2011.
Ainda que a rea plantada tenha registrado incremento,e que os necessrios investimentos em pacote tecnolgicotenham sido providenciados, na expectativa do desenvol-vimento regular das lavouras, a colheita ficou aqum dasprevises. Logo, h um custo que precisa ser carregado, eque, de maneira sucessiva, por trs anos seguidos, limitoua renda. O bolso do produtor e do industrial sentiria essesefeitos.
No bastasse o comportamento climtico adverso, osegmento sucroalcooleiro, em simultneo, precisou de des-treza e de flego para lidar com as reverberaes da crise fi-nanceira internacional. Se enfim as ondas do mercado eco-nmico parecem ter serenado, claro que ao final de toda aturbulncia sobram lies a serem assimiladas. Essa apren-
dizagem tende a se traduzir em energia (a fim de aproveitaruma palavra-chave da cadeia) para os prximos anos.Afinal, se h um setor no agronegcio da atualidade que
sabe expressar versatilidade e flexibilidade, esse o da cana-de-acar no Brasil. de crer, inclusive, que o mundo ainda
nem percebeu devidamente a solidez e a multiplicidade decaminhos que essa atividade gigante ostenta. No seria por
acaso que milionrios e bilionrios investimentos externosesto sendo direcionados para a canavicultura nacional, seja
na aquisio de plantas industriais existentes, j inseridas no co-mrcio global; seja na implantao de novas usinas.
Se o clima de maneira recorrente tm atrapalhado os ne-gcios ou se a turbulncia na economia compremete ganhos,
eis dois ingredientes que so mais do que normais na receita dequalquer empreendimento agrcola, e talvez desde que o mundo
mundo. O que a cana tem que outros setores (e isso inclusive nomais amplo cenrio da sociedade) jamais tero essa quase autossu-
ficincia: as lavouras geram o produto que, na usina, ser transforma-do em acar, para alimentar o mundo, ou em etanol, para mover esse
mesmo mundo; do bagao obtm-se a energia que ativa a prpria in-dstria, alm de gerar excedente; e o que ainda resulta volta para a lavou-
ra, em forma de fertilizante. Ao longo do processo industrial, uma amplagama de subprodutos fabricada com as matrias-primas retiradas dessa
planta, de maneira que quase tudo nela aproveitado.Diante de um complexo produtivo e industrial de tal envergadura, mais
do que compreensvel que a estrutura organizacional rapidamente poderdeterminar os rumos a fim de restabelecer a sustentabilidade no segmento.
O ano de 2012, no cumprimento da nova safra, tende a ser balizador: os indi-cativos so de que, na unio de foras entre os interesses pblicos e privados
numa atividade essencial para o comportamento da balana comercial brasileira,a cana-de-acar crescer, uma vez mais, na direo certa.

In the right directionThe sugarcane production chain is go-ing through adjustments in its cultivation
and industrialization system in Brazil. Those
who keep a close watch on the sector know
that the three past seasons were seriously
affected by climatic conditions, a fact that is
well illustrated in the 2011 Brazilian Sugar-
cane Yearbook.
Although the planted area has soared,
and the necessary investments in the tech-
nological package have been provided for,
the performance of the crop has not livedup to initial expectations. It means there is a
burden to be endured, which, for three years
in a row, has limited the profits of the sector,
which reflects in the pockets of the producers
and industries.
As if the erratic climate conditions had not
been enough, in the meantime, the sugar and
alcohol sector needed the skill and stamina to
deal with the ripple effects of the internation-
al crisis. If finally the waves of the economic
market seem to have got back on track, it re-mains clear that at the end of every turbulent
moment there are lessons to be assimilated.This learning process tends to translate into
energy (just to make use of a key word of the
sector) for years to come.
After all, if there is a sector in the present
agribusiness scenario that is able to express
versatility and flexibility, it could only be the
Brazilian sugarcane sector. It might be true
that the world has not yet duly come to grips
with the strength and multiple facets this gi-
ant activity expresses. It is not by chance that
millions and billions in foreign investments arebeing directed to Brazils sugarcane operations,
whether in the acquisition of existing industrial
plants, already inserted into the global market;
or in the implementation of new mills.
If climate conditions have recurrently
jeopardized the business, or if economic
turbulences have been reducing the profits,
these two elements should be viewed as
normal nuances in any agribusiness related
operation, and this has always happened.
What is unique to sugarcane, and will neverbe seen in other sectors (even in the very am-
ple scenario of society), is its almost self-suf-ficiency: the fields generate the product that
will be transformed into sugar in the mills,
to feed the world, or into ethanol, to put this
same world into motion; the bagasse pro-
vides the energy that powers the industry,
besides generating surpluses; and what still
remains, is taken back to the fields as fertil-
izer. Along the industrial process, a vast ar-
ray of byproducts is produced from the raw
materials extracted from this plant, which is
almost entirely put to good use.In light of a production and industrial
complex of such magnitude, it goes without
saying that this organizational structure
could in no time establish the course for a
recovery of the segments sustainable status.
The year 2012, at the completion of the new
crop, tends to set the course: there is every
indication that, by joining public and private
efforts in an activity that is essential for the
behavior of the Brazilian trade balance, sug-
arcane will make strides, once again, in theright direction.

Mesmo com o aumento de 4,7% narea plantada de cana-de-acar, a safra2011/12 ter um resultado menor emrelao ao obtido no perodo anterior. ACompanhia Nacional de Abastecimento(Conab), em levantamento divulgado emagosto de 2011, estima que a queda de-ver ser de 5,6%. O principal motivo para odesempenho aqum do esperado est na
produtividade, que tem previso de redu-o de 9,8%.
Se a estimativa da estatal se confirmar, aproduo brasileira na temporada 2011/12ser de 588,9 milhes de toneladas, obtidasem rea plantada de 8,4 milhes de hecta-res. O rendimento ser de 69,8 toneladaspor hectare, muito abaixo da mdia hist-rica de 85 t/ha.
Este o terceiro ciclo consecutivo queo plantio de cana-de-acar apresenta
DIANTEIRAO Centro-Sul domina o plantio de cana-de-acar no Brasil. Dos 8,4 milhes de hectares cultivados na safra 2011/12, 7,2 milhes de
ha encontram-se nos estados dessas regies, o equivalmente a 86,3% do total, o que representa incremento de 5,2% sobre o perodoanterior. As reas do Norte e Nordeste cultivam 1,1 milho de ha, tendo sido registrado aumento de 1,5%.
Os nmeros do levantamento da Companhia Nacional de Abastecimento (Conab), divulgados em agosto de 2011, mostram que oEstado de So Paulo continua sendo o maior produtor nacional de cana-de-acar com 52,6% do total. Na sequncia aparecem MinasGerais (9%), Gois (7,9%), Paran (7,2%), Mato Grosso do Sul (5,7%), Alagoas (5,3%) e Pernambuco (3,8%).
Safra brasileira de cana-de-acar amarga queda deproduo e, pelo terceiro cicloconsecutivo, o clima prejudica o
desempenho da lavouraproblemas no Brasil. No perodo 2009/10,houve excesso de chuva no perodo dacolheita, o que levou sobra de aproxi-madamente 70 milhes de t nos canaviais,conforme o diretor-tcnico da Unio daIndstria de Cana-de-acar (Unica), Ant-nio de Pdua Rodrigues. A cana que haviaficado na lavoura acabou sendo moda nasafra 2010/11, quando houve estiagem.
O problema climtico que afetou o ciclo2011/12 foi o frio. De acordo com o levan-tamento da Conab, intensas geadas provo-caram danos em canaviais do centro-oestede So Paulo, norte do Paran e sudoeste deMato Grosso do Sul. Alm disso, as condiesde luminosidade e de temperatura duranteo inverno estimularam o florescimento ex-cessivo das plantas em algumas lavouras.
O diretor-tcnico da Unica destaca ain-da outros fatores que contriburam para
a menor produtividade: a ampliao damecanizao do plantio e da colheita emreas no sistematizadas; a incidncia denovas doenas, como a ferrugem laranja;o aumento do nvel de infestao de algu-mas pragas; e o crescimento do cultivo emregies com menor potencial produtivo.
No entanto, a queda na produtividadeser registrada apenas nos estados do Cen-tro-Sul, ficando em torno de 12% menor.Pela estimativa da Conab, nas regies pro-dutoras do Norte e do Nordeste o rendi-mento da lavoura dever ser 8,3% superior safra antecedente, levando ao acrscimode 9,8% na colheita desses estados.

Although the area planted to sugarcane
has soared by 4.7%, the 2011/12 crop will
be smaller compared to the previous year.
The National Supply Company (Conab), in a
survey published in August 2011, estimates
the decline at 5.6%. A major reason that ac-counts for the smaller-than-expected perfor-
mance lies in productivity problems, which is
estimated to decrease by 9.8%.
Should the state corporations estimate
confirm, the Brazilian 2011/12 sugarcane
crop will reach 588.9 million tons, from a
planted area of 8.4 million hectares. Yields
are estimated at 69.8 tons per hectare, way
below the historical average of 85 tons/hect-
are. This is the third cycle in a row character-
ized by problems in Brazil.In the 2009/10 crop year, there was exces-

cane that was left in the field was eventually
crushed in the 2010/11 season, when droughtconditions predominated. The climate prob-
lem that affected the 2011/12 cycle was cold
temperature. According to the survey by
Conab, severe frost conditions damaged the
sugarcane fields in the center-western region
of So Paulo, north of Paran and southwest-
ern Mato Grosso do Sul. Furthermore, the lu-
minosity and temperature conditions during
the winter triggered excessive flowering in
some fields.
Unica technical director refers to otherfactors that made productivity rates de-
crease: intensification of planting and har-
vesting mechanization in non systemized ar-
eas; the incidence of new diseases, like orange
rust; more intense infestations of some typesof pests; and soaring cultivations in regions
with smaller production potential.
Nevertheless, smaller yields will take place
only in the Center-South states, with a decline
of about 12%. By Conbas estimation, in the
sugarcane producing regions in the North
and Northeast, the expectation is for the pro-
ductivity rates to soar 8.3% compared to the
previous crop, pushing harvest volumes up by
9.8% in these states.
Sugarcane is the raw material for 75% ofall sugar produced in the world. The other 25%
come from beet, and Russia is the leading pro-
ducer of this legume. Brazil is the largest sugar-
cane producer, and is responsible for approxi-
mately 25% of the global crop. The countries in
Asia produce approximately 40%, where India,
China and Thailand stand out. Data released
by the National Agricultural Statistics Service,
of the United States, reveal that global sugar-
cane production reached 1.661 billion tons in
2009, down 3.91% from 2008, when the totalvolume was 1.728 billion tons.

The Center-South is the leading sugar cane producer in Brazil. Of the 8.4 mil-

Conforme o coordenador-geral deacar e etanol do Ministrio da Agricul-tura, Pecuria e Abastecimento (Mapa),Cid Jorge Caldas, estudos do governo fe-deral revelam que h necessidade de im-plantar 15 milhes de hectares adicionaisat 2020 para atender s demandas deetanol e acar. Parte desse investimentodeve vir do exterior. Por determinao daAdvocacia-geral da Unio (AGU), desdeagosto de 2010 h restries a venda e
arrendamento de reas para empresasde capital externo. Projeto que tramitano Congresso Nacional pretende reverteressa medida. De acordo com Caldas, 23%da produo de cana-de-acar est emmos de estrangeiros. No sei se esse to-tal se traduz no volume de terras, destaca.

The climate has not been friendly to the Brazilian sugar cane plantations over the
past three years. Nonetheless, the erratic climate conditions are not the only culprits to
blame on the declining productivity rates. The fallout from the global economic down-
turn, which started in the second half of 2008, was a huge number of cash strapped
growers. With the lack of the financial resources, they no longer renewed their sugar
fields and reduced the amounts of input applications.
The technical recommendation is for replacing the fields after six consecutive har-
vests. However, according to an analysis by the National Supply Company (Conab),
conducted in August 2011, some fields are now at their 12th harvest. The technicians of
the state corporation maintain that a replanted sugar cane field yields approximately115 tons per hectare over the first two years, and then it starts receding gradually to
about 55 tons per hectare at the sixth harvest. Of the 8.4 million hectares cultivated in
the 2011/12 season, it is estimated that 1.2 million hectares should already have been
renewed. Based on the difference of 60 t/ha, between the highest and smallest produc-
tivity rates, it is estimated that there will be a gap of 72 million tons between the volume
to be produced in the 2011/12 season and what could actually be produced.
The technical director of the Sugarcane Industry Union (Unica), Antnio de Pdua
Rodrigues, explains that, ideally, every year from 18% to 19% of the area should be re-
planted. According to him, the replacement of old fields should be carried out January
through April 2012. Investment in sugar cane field renewal is the best alternative for
speeding up the production of ethanol and sugar as of the 2013/14 season, as there ishuge idle capacity at the industry and lack of raw material, he argues.
According to the general coordinator of the sugar and ethanol department at the
Ministry of Agriculture, Livestock and Food Supply (MAPA), Cid Jorge Caldas, studies by
the federal government hint at the need to establish 15 million additional hectares of
sugar cane by 2020 to meet the demand for ethanol and sugar. Part of this investment
is expected to come from abroad. A resolution by the Attorney Generals Office (AGU),
passed in August 2010, sets forth restrictions on companies with foreign capital that
wish to purchase or lease land in Brazil. A project now going through the channels of
congress is intended on reversing this measure. According to Caldas, 23% of all sugar
cane production operations are controlled by foreigners. I do not know if this total
translates into the volume of land, he points out.

to November 2011, reflect the deceleration process experienced by the national sugar and alco-
hol sector. Of this total, 108 produce ethanol, 11 are destined exclusively for sugar and 296 are
mixed companies. Five of them do not have any specification regarding their type. The decel-
eration of the sector is particularly blamed on the global economic downturn, which started in
the second half of 2008. In 2007, there was the inclusion of 346 new enterprises in the national
register, 18 were added in 2008 and 31 in 2009. In 2010 and 2011, only few mills were inaugu-
rated or refurbished, totaling 15 and 10, respectively.

units.Ethanol lost competitiveness mainly because of the 40-percent increase in production
costs over the past five years, while gasoline prices have remained unchanged since 2005, he

Pa-recer da Advocacia-Geral da Unio (AGU),expedido em agosto de 2010, restringiuaquisies de terras por empresas contro-ladas por estrangeiros e refletiu no ritmo

proposta legal at a virada do ano. Falavainclusive na possibilidade de criar um novorgo administrativo para regular a vendae transferncia de terras para estrangeirosno Brasil, entre outros pontos que estariamem pauta. No pretendia abrir mo de limi-taes, mas tambm no desejava impedirinvestimentos para desenvolver setoresimportantes, como o da cana e, particular-mente, o do etanol.

The need and the chances for the sugar-
cane industry to expand in Brazil came across
a limiting factor that includes estate ques-tions, last year. An official opinion by the Fed-
eral Attorneys Office (AGU, in the Portuguese
acronym), passed in August 2010, restricted
the acquisition of land by foreign controlled
companies and this has influenced on the
rhythm of investments. The situation, which
equally affects the production of other agri-
silvi-pastoral segments, has led to discussions

about a new regulatory mark for the area,
which was supposed to be concluded by the

Although no official statements have
been issued by the sector, there is no doubt
about the sense of insecurity of the farmers
about possible juridical questions foreign in-
vestors might face from the express interpre-
tation of the said opinion. This government
act broadens the requirements with regard
to authorizations for purchasing land and
there are restrictions limiting the amount of
hectares to be purchased per municipality.Because of this situation, foreign investments
in ethanol and sugar producing plants have
stagnated, considering that big areas are
needed around the mills to establish the busi-
ness and guarantee the necessary supply of
raw material, as well as ownership over the
land for bank loan purposes.
The participation of foreign capital is
viewed as relevant for expansions in this
area, for which it is estimated that US$ 84
billion are needed over a ten-year period, ifaround 47 billion liters of ethanol are to be
produced by 2020. Foreign control groups
are now allegedly responsible for 25% of all
sugarcane crushing operations in Brazil and
many of them are thought to have reached
the required limits, not to mention the doubts
they are facing in light of the enforcement of
the new rules.

According to data released by the Brazil-
ian Agriculture and Livestock Confedera-
tion (CNA), during the public hearing of the
Agriculture and Livestock Committee of the
Lower House of Congress, in August 2010,
the opinion in question was already curbing
investments of approximately R$ 16 billion
earmarked for the sector until 2017. Both inthe federal legislative and executive area, the
subject is being discussed and the expecta-
tion of the sector is focused on a new regula-
tory mark, able to provide security and make
growth viable.
From information circulating in Novem-
ber, the government was debating the mat-
ter with the representatives of the affected
areas and had agreed to present a legal pro-
posal by the turn of the year. The creation of
a new administrative organ was not ruledout. It would be in charge of regulating land
sales and transferences for foreigners in Bra-
zil, among other topics believed to be on the
agenda. The government showed no inten-
tion in removing the limitations, but did not
want to prevent investments in the develop-
ment of such important sectors as sugarcane
and, especially, ethanol.

Country last year has led the government to
encourage the production of sugarcane, add-
ing a credit line to the 2011/12 crop year plan,
particularly focused on independent grow-
ers. The individual limit was increased from
R$ 200 thousand to R$ 1 million, at an inter-
est rate of 6,75% a year, to be paid back over
a five-year period, including a grace period
of 18 months, a move that will allow for the
renewal of up to 80% of the sugarcane fields
over the period.
The most urgent replanting needs were
detected at independent grower level, with
1.2 million hectares in their sixth cut or more,admits Cid Caldas, general coordinator of the
Sugar and Alcohol division at the Secretariat
of Production and Agroenergy of the Minis-
try of Agriculture, Livestock and Food Sup-
ply (MAPA). In the range of the plantations
maintained by the mills, 900 thousand hect-
ares fit into this profile, besides an extra 200
thousand hectares in their fifth cut, for which
a special credit line is also to be introduced.
The coordinator of this area at ministry
level stresses that the idea is to turn the sec-tor more competitive, through quality im-
provement and cost reduction. The proposal,
at a second stage, also includes resources
for planting operations, intended to fill the
idle capacity of the industrial units and, at a
third moment, it includes expansions, so as
to make it possible to eventually meet the
ever-increasing production demands over
the next years.
The production sector greeted the in-
centive with enthusiasm. The independentsugarcane producers were really in need of
RenewalincentiveGovernment earmarks moreresources for the productionof sugarcane, thus meeting thedomestic needs for ethanol
a broader credit line, under more accessible
conditions and interest rates, making it pos-
sible for them to invest in their plantations
and expand them. And now the government
is lending this support and incentive, says

cane Growers Association of Paraba (Asplan-
PB). In that State, about 1,600 growers (35%
of the total) bear this characteristic.
The importance of renewing these areas
is reinforced in Paran. Ever since the finan-
cial crisis broke out in 2008 it had not been
possible to recover the sugarcane fields at a
speed deemed necessary, which resulted into
average losses of 10 tons per hectare, saysJos Adriano Dias, superintendent of the As-
sociation of Biofuel Producers in Paran (Al-
copar). The credit lines for this purpose is a
really important step, complements the agri-
culture manager of Vale do Iva Agroindustri-
al Cooperative (Cooperval), Andrei Henrique
De Tomasi, revealing gradually advancing
plans in this realm.
As far as the industries are concerned,
they were also waiting for the confirma-
tion of an incentive plan, for sugarcane fieldrenewal or expansion purposes, for the sec-
ond half of the year. After a meeting with the
minister of agriculture, Mendes Ribeiro Filho,
in September, the president of the Sugarcane
Industry Union (Unica), Marcos Sawaya Jank,
stressed that, with the government incentive,
it will be possible to recover at least 150 mil-
lion tons of sugar cane over the next years. To
this end, 25% of the area was supposed to be
replanted, besides expanding the cultivated
area both of the old mills and the new ones(greenfields).

lin, prev a fabricao de pneus com matria-prima originada da cana-de-acar. O acordo, anunciadoem setembro de 2011, prev o desenvolvimento a partir desta fonte renovvel do isopreno, principalcomponente qumico utilizado em pneus e produtos com borrachas naturais e sintticas, como adesi-vos, revestimentos e selantes, com previso de comercializao a partir de 2015.

Amyris is a company that is now conduct-
ing an analysis on the viability of sustain-
able production of sugarcane-based fuel for
jet planes. The study is sponsored by Boeing
Company, of the United States, by the Brazil-
ian Aerospace Company (Embraer) and the
Inter-American Development Bank (BID). The
initiative was announced in July 2011 and
the results will be released in 2012.Coordinated by the Institute for Studies of
Commerce and International Negotiations
(Icone) and supervised by the World Wildlife
Fund (WWF), the purpose of the study is to
evaluate the environmental and market con-
ditions related to the use of fuel from renew-
able sources for jet planes manufactured by
Amyris. The research includes a comprehen-
sive analysis of the life cycle of the emissions
associated with the sugarcane-based fuel
and a comparative evaluation regarding theexisting sustainability standards.
According to the leader in the area at BID,
Arnaldo Vieira de Carvalho, new technologies
for the production of fuels from renewable
sources for jet planes pose the potential to sig-
nificantly reduce the emission of greenhouse
gases. The bank expressed willingness, at re-
gional cooperation level, to help public and
private institutions develop a sustainable in-
dustry in this field, and the study of the productconducted by Amyris is the first to be financed.
The vice-president of the Environment
and Boeing Aviation Policy, Billy Glover, points
out that the joint research work on the use
of sugar cane fuel for powering jet planes is
important in that it diversifies the sources
of aviation fuels and strengthens the coop-
eration initiatives between the United States
and Brazil in the area of renewable energy.

executive officer (CEO) of the company, John
Melo, insists that it will help us replace fossil
fuels with an alternative renewable source for
jet planes that goes beyond all technical and
sustainability criteria.
The WWF is proud of contributing towards
the investigation. According to programs
advisor Kevin Ogorzalek, the work is part of
soaring international efforts to reduce pollut-

Research works on aviation biofuels, considering Brazilian expertise in sugarcane technology, might trigger the inauguration of a center for
studies in Brazil, in 2012, focused on the subject, thus turning into a global reference in the development of sustainable products for this purpose.
The expectation comes from Alfred Szwarc, consultant in Emissions and Technology at the Sugarcane Industry Union (Unica), in view of the ini-
tiative of the airplane manufacturing sector with the biotechnology company Amyris, announced in mid 2011 and, an agreement signed in late
October by these companies with the So Paulo Research Support Foundation (Fapesp).
The American Boeing and the Brazilian Embraer are supposed to join efforts with the So Paulo Foundation in the field of renewable energy
focused on air transportation thus contributing towards meeting the targets required by the sector. According to Szarc, the directives defined by
the International Air Transport Association (IATA) set forth that by 2050 the companies are requested to reduce by 50% their carbon dioxide (CO2)
emission compared to the 2005 levels, besides presenting results to this end by 2020. Thus, the specialist complements, it is advisable to start usingnational renewable fuel, like kerosene made from sugar cane, and partnerships have been signed to make this intent viable.

O setor canavieiro est atento a uma
determinao j expressa em decreto fe-deral (2.661) de 1998 e reforado em algu-
mas legislaes estaduais, como o caso
do maior Estado produtor, So Paulo, no
que tange eliminao gradativa do em-
prego do fogo como mtodo despalhador
e facilitador do corte. O lder na produo
definiu normas prprias em 2002, com a lei
estadual 11.241, e em 2007 criou o Projeto
Ambiental Estratgico Etanol Verde, que
antecipou os prazos legalmente previstos.
Desde sua criao, o projeto vem con-quistando resultados importantes, como o

res de Cana da Regio Centro-Sul (Orplana),
Ismael Perina Jnior, buscando organizar
a atividade agrcola e industrial de modo apromover a adequao ambiental, em acor-
do voluntrio de boas prticas, reconhecido
por certificado anual de conformidade.
Entre as principais diretivas acertadas
est a de antecipar o prazo para eliminao
da queima da palha previsto na lei estadu-
al, passando de 2021 para 2014, nas reas
mecanizveis, e de 2031 para 2017, nas no
mecanizveis. As 173 usinas e 29 associa-
es de fornecedores participantes res-
pondem por 94% da produo paulista deetanol, 59% da nacional e 17% da mundial.

The sugarcane sector is always attentive
to a resolution expressed by federal decree
(2.661) of 1998 and reinforced by state legis-
lations, as is the case of the State of So Paulo,
leading sugarcane producer in Brazil, regard-
ing gradual phase-out of sugar cane strawburning, which facilitates the cutting process.
The biggest sugar cane producing state de-
fined its own standards in 2002, with State
Law 11.241, and in 2007 created the Green
Ethanol Strategic Environmental Project, an-
ticipating the legally established deadlines.
Since its creation, the project has been
achieving relevant results, like strides towards
harvesting sugar cane without burning the
straw, which is now a reality in 56% of the
area harvested in the State, resulting into theprotection of 270 hectares of streamside for-
ests and the reduction of the amount of wa-
ter needed in industrial sugar cane process-
ing operations. This has effectively improved
the environmental quality of the population,
says Ricardo Viegas, manager of the project
and director of the Sustainable Development
Department of the So Paulo State Secretari-
at of the Environment.
The Green Ethanol Project is integrated
by Environmental zoning and a protocol. Theformer was signed by governor Geraldo Alck-

to. Foi criado um mapa nico que indica
reas adequadas e inadequadas ao cultivo
de cana e regula a ocupao das terras, as-
sim como a instalao e ampliao de uni-
dades agroindustriais. O documento foi uti-
lizado inclusive como base dos parmetros
definidos para o licenciamento ambientaldesses estabelecimentos.

for 94% of the ethanol produced in So Paulo,59% of the national volumes and 17% of the
global volumes. In the State, according to a re-
port of the project, green harvesting jumped
from 34.2% of the area in the 2006/07 crop
year to 55,6% in the 2010/11 season, reach-
ing 2.62 million hectares. Besides eliminating
straw burning, the initiative prevents million
of tons of pollutants from being released into
the atmosphere.
The Agroenvironmental Zoning project
for the Sugar and Energy Sector in So Paulo(ZAA) was passed on 18th September 2008
and updated in 2009, in a partnership be-
tween the Secretariats of the Environment
and Agriculture and Supply. A unique map
was created and it points out the areas that
are appropriate for the crop and also regu-
lates the use of the land, as well as the cre-
ation of new agroindustrial units. The docu-
ment was also used as the basis for defining
the parameters for issuing the environmental
licenses required for such agroindustrial op-erations.

The city of So Paulo set a new target, in
legislation and policies on climate changes,
that consists in gradually replacing all fossil
fuels with other fuels with a smaller poten-
tial for the emission of greenhouse gases. By
2018, the entire urban bus fleet (15 thousand
vehicles now) should be powered by fuel from
renewable sources. To this end, Scania Brasil
delivered the first vehicles powered by sugarcane ethanol to the citys transportation sys-
tem.
The low carbon technology that charac-
terizes all ethanol powered engines, accord-
ing to company sources, releases 90% less
carbonic acid gas into the atmosphere than
diesel, and is also responsible for a reduction
in particulate material, nitrogen oxides and
hydrocarbons. It also complies with the pol-
lutants emission legislation of the P7 phase of
the Program for Air Pollution Control by Au-tomotive Vehicles (Proconve) of the National
Council of the Environment (Conama), which
will enter into force in 2012 and is equivalent
to the Euro 5 Standard, made mandatory by
the European Union in 2009.
The buses that have been delivered are
equipped with 270 hp engines and run on
ethanol with a 5-percent ignition promoting
additive. They turn out to be a real alternative
transport model that could assure a healthierfuture to the population, says Wilson Pereira,
executive manager of Scania Brasils bus sales
department. He points out that ethanol is the
best solution among all renewable fuels be-
cause it presents the best cost-efficiency rela-
tion in terms of emissions and availability.
The Swedish car manufacturer is a world
reference in ethanol powered engines. The
company has been selling the product for 30
years in Europe, and now upwards of 800 bus-
es of the company, powered by ethanol, arecirculating in the world. In 2011, besides intro-

the area are Iveco and Man Latin America,
resorting to the biofuels concept, and are
now testing their vehicles that are later to be

A special cultural space is supposed to at-
test to the contribution given by the sugar
cane crop and products thereof towards the
development of the Country, since it was one
of the first economic enterprises that func-
tioned in organized manner in the Brazilian
territory. A partnership of the Brazilian ReaderInstitute and the Municipal Administration of
Piracicaba, in the interior of So Paulo, is now
materializing the Sugar and Ethanol Museum,
in a building of the Old Central Mill, founded in
1881 in that region and shut down in 1974.
The locale, which was a relevant sym-
bol of development back then and was
synonymous with an advanced sugar cane
production structure in Brazil, will undergo a
refurbishment process as of December 2011,
scheduled to be completed by 2012. An invest-ment of R$ 38.6 million is projected, financed
by private sponsors through the incentive
law. The Ministry of Agriculture, Livestock and
Food Supply (MAPA) lends its support to this
institutional initiative.
The old and revitalized mill, replenished
with cultural and business activities, will over
the years turn out to be reason for pride forthe community of Piracicaba and Brazil, by
expanding the historical knowledge of the
activities linked to this crop, recalls William
Nacked, general director of the Brazil Reader
Institute. The entity is responsible for the
management, coordination and general ex-
ecution of the project. The mayor of the city,
Barjas Negri, in turn, has demonstrated his
intention to transform the mill and the mu-
seum into a global reference.
The goal of the project is to demonstrate,in exhibition rooms, dynamic visual informa-
tion spaces and interactive activities, the main
evolution stages of the sugar cycle in Brazil
and the world. So Paulo and the region of Pi-
racicaba will be given special emphasis, where
the activity has always been a major source of
social and economic development. What will
also be highlighted is the relevant role of thesugar cane crop in terms of renewable energy

A oferta de acar no mercado brasilei-ro foi reduzida devido significativa escas-sez da sua matria-prima, a cana-de-acar.As estimativas oficiais demonstram dimi-nuio de 2,88% no volume total de acarproduzido no Brasil do ciclo 2010/11 para o2011/12. Em termos absolutos, correspon-de a 1,099 milho de toneladas a menosentre as duas temporadas, a mais recentefinalizada em novembro de 2011.

Apesardo dficit de quase 1,1 milho de t, o mer-cado foi o que menos sofreu, em termospercentuais, no setor sucroalcooleiro. Issoporque, segundo Muruci, a quebra foi me-nor do que aquela identificada no etanol(-14,17%) e na colheita de cana-de-acar(-5,60%).
Fator determinante para esse cenriode diminuio mais branda na produoaucareira so as cotaes do produto, tan-
to no mercado domstico quanto no inter-nacional. Em nvel domstico, os preostm mostrado forte evoluo nos valoresmdios praticados em cada safra. A tempo-rada 2011/12 apresenta preo mdio 17%acima do praticado no mesmo perodo dasafra anterior, revela o analista. Essa forte
valorizao, observada nas trs safras maisrecentes, tem impacto ainda maior ao com-parar a remunerao do acar com a doetanol, acrescenta.
Em mdia, durante o perodo 2011/12,o acar apresentou remunerao 43%superior ao etanol para as usinas, que poresse motivo escolheram o primeiro em de-trimento do segundo. Essa combinao defatores, junto forte valorizao das cota-es no mercado internacional, explicam
a oferta de acar ter sido a menos pre-judicada com a quebra da safra de cana2011/12, destaca Muruci.

O levantamento da Companhia Nacional de Abastecimento (Co-nab), apesar de defasado, em razo de ter sido divulgado em agostode 2011, j indicava a tendncia de queda na produo aucareira.A previso de esmagamento de cana para a obteno do produto,
na poca, era de 288,287 milhes de toneladas, correspondendo a48,95% da previso de moagem de 588,915 milhes de t. Na regioCentro-Sul, o percentual destinado menor e fica em 47,57%. Natemporada passada, a mdia nacional ficou em 46%. A produototal de acar est estimada em 37,069 milhes de t ou 741,376milhes de sacas de 50 quilos, conforme o levantamento oficial doMinistrio da Agricultura, Pecuria e Abastecimento (Mapa).
A Unio da Indstria de Cana-de-acar (Unica) tambm apuraseus dados, referentes aos estados do Centro-Sul, e, conforme divul-gado em novembro, a quantidade de cana-de-acar moda pelasunidades produtoras da regio do incio da atual temporada, em
abril, at 31 de outubro somou 459,56 milhes de t. No mesmo per-odo do ciclo anterior, esse total chegou a 501,23 milhes de t, o quedemonstra queda de 8,3%. S em outubro, o recuo foi de 17,60%,com a moagem de 46,43 milhes de t contra 56,35 milhes t do
mesmo ms de 2010. O diretor-tcnico da Unica, Antnio de PduaRodrigues, destaca que essa diminuio progressiva da moagemno surpreende, pois reflete o contnuo declnio do nmero de usi-nas em operao.
Na safra atual, havia 310 usinas em atividade na regio Centro-Sul. Dessas, 89 encerraram suas operaes at outubro; 186 finaliza-riam em novembro; e as 35 unidades restantes seguiriam moendoem dezembro. A Unica estima que do total de matria-prima pro-cessada de abril at 31 de outubro, 51,58% destinaram-se ao etanol.A produo acumulada de acar somou 29,23 milhes de t, contra30,54 milhes de t em igual perodo de 2010.

Sugar supplies in the Brazilian market
shrank significantly due to tight supply of
sugar cane, the raw material. By official esti-
mates, the reduction was 2.88% in the total
volume of sugar produced in Brazil from
2010/11 to the 2011/12 cycle. In absolute
terms, this corresponds to 1.099 million tonsless in-between the two seasons, where the
latter came to a close in November 2011.
Maurcio Muruci, analyst with Safras &
Mercado consultancy, mentions that the
tighter supplies were the result of the shrink-
ing production volumes in the Center South
region, which represents more than 86% of
our national sugar production volumes. As
an important production hub, the region ex-
perienced a 4.98% reduction in volume, a fact
that had a big impact on the national supply
side. In spite of a deficit of nearly 1.1 milliontons, the market suffered the least in percent-
age terms, in the sugar and alcohol sector.
This happened because, according to Muruci,
the gap was smaller than the one identified
with ethanol (-14.17%) and in the harvest of
Domino effectShrinking supply of rawmaterial leads to smaller sugarvolumes, with impacts on themarket of the product
sugar cane (-5.60%).
A determining factor for this milder re-
ceding scenario in the production of sugar is
represented by the prices of the product, both
at home and abroad. At the level of domes-
tic consumption, prices have shown steady
evolution in the average values practiced at
every season. Average prices in the 2011/12season are up 17% from the same period
the previous year, the analyst reveals. This
steady rise in value, observed over the three
most recent seasons, has even a bigger im-
pact if sugar prices are compared to ethanol
prices, he adds.
On average, during the 2011/12 cycle, the
remuneration fetched by the mills from sugar
was 43% better than the remuneration from
ethanol, this explains why they opted for the
first one to the detriment of the second. Thiscombination of factors, along with the rising
prices in the international marketplace, ex-
plain why sugar suffered the least from the
sugar cane crop frustration in 2011/12, Mu-
ruci points out.
