York-Sunbury Historical Society Annual General Meeting Government House ~ April 18, 2013 Opening The President of the York-Sunbury Historical Society, called the meeting to order at 8:20pm. A quorum was declared and there was agreement on the Agenda as printed. 1. Approval of the Minutes of the 2012 AGM Barbara Gill, Gary Campbell: THAT THE MINUTES OF THE 2012 ANNUAL GENERAL MEETING BE APPROVED AS SUBMITTED. carried 2. Report of the President In addition to the President’s Report printed in the AGM 2012 Report, Fred White, expressed his gratitude to all the Committee Chairs and members and to Ruth Murgatroyd, the Executive Director of the Fredericton Region Museum for their hard work. He highlighted the participating partners of City Tourism and

Heritage, Provincial Heritage and Downtown Development. The complete text of the President’s Report is found on pages 8 to 10 of the AGM 2012 Report. 3. Report of the Treasurer Bill Acheson, the Treasurer, read his report and commented on the financial statements and the financial well-being of the Society. The full text of the Treasurer’s Report is found on page 11 and the 2012 Income and Expense Statement is found on pages 12 to 14 of the AGM 2012 Report. The Balance Sheet is found on pages 45 and 46 of the AGM 2012 Report. Fred White acknowledged the commitment of Bill Acheson, Brian Hallett, Ruth Murgatroyd, and Deborah Williams in providing detailed accounting and reporting. 4. Report of the Nominating Committee Fred White noted that Dr. Barbara Gill will not be returning to the Board next year. He thanked her for her years of service and stated that her presence will be greatly missed. Richard Phillips introduced Alex Cummings who has accepted a nomination to serve on the Board of Directors. Richard Phillips reviewed the Nominating Committee Report. The complete text is found on page 15 of the Annual Report. Fred White read the proposed slate of Officers and Board Members for 2013-2014. Fred White invited the Executive Director, Ruth Murgatroyd, to speak of her report. She mentioned the participation of the summer students, the increase of visitors, and the success of Spencer Murgatroyd’s tea party. PRESIDENT’S REPORT As I complete my three-year term, I wish to thank the Board members and other volunteers who have contributed so much to our success. We have a stable, well-functioning organization that maximizes its accomplishments within the available volunteer, staff and financial resources. To quote MLA Brian MacDonald at our War of 1812 exhibit opening, “I am continually amazed at how much this group is able to accomplish for so few dollars!”

Also, it is notable that our organization provides its members with full value for its membership dollar by delivering two top quality history magazines per year, 6 newsletters, 8-10 lecture programs, 3-5 event openings, and unlimited free family visits to New Brunswick’s leading community museum. Membership also supports the 65 volunteers who are continually working to preserve and exhibit the history of their community. The Society and Museum operate as a business, with expenditures of over $100,000 per year and employ 12-15 different individuals throughout the year. In summary, it could be said that the members both receive great value and provide a valuable service to their community. We thank our funding partners; the City of Fredericton, the Province of New Brunswick and the Federal Government who provide the essential 50% of the funding for the work we do. A special commendation to each of the Board Members and Committee Chairs, who spend many of their valuable hours making sure our projects succeed. With only one full-time employee, little would happen without their efforts. This full time employee is our Executive Director, Ruth Murgatroyd, who has supported me and all the hard-working Chairs in every project we have undertaken. Ruth has worked as a co-captain of all our teams and does so with passion and effectiveness. Personally, I wish to thank Richard Phillips and Elizabeth Earl for partnering with me over the last period by taking on various responsibilities so I could attend to other matters and often providing additional assistance at critical times. We have a bright and positive future as we enter another new period for the Historical Society and Museum with Maxine Campbell as our potential incoming President along with four new Board Members. I have had the pleasure of working with Maxine in her roles of Vice-President and Secretary, and found her to possess strong interpersonal skills, administrative competence, and strong management experience that will well serve the organization. TREASURER’S REPORT I want to begin this report by affirming the financial stability of the Society. As the Balance Sheet reveals, our net assets at the end of 2013 totalled more than $70,000 apart from our endowments. This is sufficient to protect our operations and provide an adequate cash flow for several years. The expenditures in 2013 were put to good use and have enabled us to sustain and sometimes expand the quality of our programmes and operations. At the same time,

the growth of the annual deficit – from $2,900 in 2012 to $7,300 in 2013, and another projected deficit of $7,500 in 2014 - is disconcerting and in the long run is unsustainable. In an effort to ensure the continued financial stability of the Society, the Board has asked the Finance Committee to reduce the deficit to no more than $2,000 by 2016. The financial life of the York Sunbury Historical Society can be broadly divided into two segments. On the one hand is the income, which funds our basic organization. This provides for our museum and office costs such as utilities and insurance and supplies, for the salaries of our permanent staff, and for our programmes and publications. This is the core superstructure on which our Society runs, and without it, we could not function. The second segment is the income, which provides us with the special projects and personnel, which add to our programmes and enrich our offerings. These include special exhibit grants, summer students and temporary funding of activities of particular interest to the donors. Funding for these can fluctuate wildly from year to year. I mention this distinction because it is much easier to get support for special projects than for core superstructure. Over the past decade, grants for the latter have been stagnant while costs have gradually increased. It is important in the coming years that we actively work to build revenues that can be used to support our core superstructure. These would include contributions, endowments, memberships, museum revenues and undesignated public and private grants. The 2013 financial statements reveal that our core operating grants from the province and city remain stable while our other core revenues showed considerable variation. Museum admissions revenue, for example, were under budget, but museum rentals, activities and sales were over budget. Membership dues were under, but donations were over. Overall, thanks to a few unbudgeted revenues, our income was over budget by about $4,000. However, our expenditures were about $3,000 over budget so we ended the year with the deficit we had budgeted at the beginning. We had significant overruns on the budgets for museum activities and summer students, and smaller overruns on the collections, electricity and support staff accounts. The auditor’s report demonstrates the sharp variations in special project grants from year to year and the impact on budgets. In 2012, for example, we spent more than $33,600 on exhibits, $29,100 of it from special projects grants; in 2013, we spent only $15,500 because we received only $10,000 in special projects grants.

The comparison of our financial position in 2013 with that in 2012 is found in the Statement of Financial Position prepared by the auditor. In the first part of that statement you will note that, as of December 31, 2013, our assets consisted of nearly $20,000 cash held in the Bank of Nova Scotia, three interest bearing BNS guaranteed investment certificates with a total value of $134,696, and the sum of $4,774 owed to us by others. These assets, totalling $159,000, cover the liabilities owed in the bottom half of the auditor’s statement. One of the GICs contains the $42,397 found in the Endowment Fund. The remaining GICs, the bank balance and the receivables cover money owed to our creditors, and to other organizations and funds. When these are accounted for, our net assets total $70,528. These are the funds we use to provide cash flow and stability to the Society, its museum and its activities. It is important to note that, while our investments have grown slightly over the year, our cash and accounts receivable are significantly lower than those a year ago. As well, our net assets have fallen by more than $7,000 over the year. In conclusion, on behalf of the Society, I want to express our gratitude to the agencies and individuals, which have contributed so generously to the financial wellbeing of the Society. I single out the Heritage Branch of the provincial government and the city of Fredericton, which provide us with the largest grants in support of our core infrastructure, as well as several special projects and student grants. The government of Canada provides student summer grants and other special projects grants. There are many individuals who provide financial support to the Society often on an annual basis. We are grateful to them. Finally, a special thanks to Fred White who has done so much over the years to provide for the financial needs of the Society. REPORT OF THE EXHIBITIONS COMMITTEE Elizabeth Earl, Chairperson the Exhibitions Committee would like to thank the committee members, Sheila Andrew, Bob McNeil, Ramona Frances, Bill Acheson, Fred White and Ruth Murgatroyd, for their continued help and interest with the exhibits planning and execution. Vanessa Quiring, University of New Brunswick Intern completed our virtual medical exhibit. This exhibit is an extension of Bill Acheson’s in-house exhibit. She has researched and incorporated several new narratives, artefacts and images in her submission to the Community Memories program. The Exhibitions Committee, in conjunction with Brian Macdonald

(MLA), made arrangements for a display of the Madawaska art club’s interpretive exhibit of the March of the 104th, after which, the display travelled to Ontario. Bob McNeil curated the 250th centennial of the arrival of the Planters in Maugerville/Sheffield exhibit in the old summer kitchen gallery on the main floor. The province funded the exhibit allowing us to make improvements to the gallery. It opened in July with several distinguished guests and members of the Maugerville Commemoration Committee. Pam Lynch (MLA), Fred White and Bob McNeil spoke at the opening. The Swarovski crystal collection, donated by Mr. and Mrs. Maybee, is presently on display in the Orientation Gallery. The opening was held in August during the museum Open House event. Fred White and Joan Maybee spoke. I would like to thank Ramona Frances and Bob McNeil for their work on the display. Mrs. Bartlett kindly loaned a series of paintings depicting historic Sheffield homes, which are on display in one of our temporary galleries. The proposal for redevelopment of the Great War trench exhibit has been accepted for grant money from the province of New Brunswick. The new exhibit is designed to involve several new components for the better use of the space; increase the dramatic and educational appeal and to highlight New Brunswick’s soldiers and units on the Front. This exhibit will be done in partnership with the Gregg Centre for Military Studies with Brent Wilson taking the lead as curator. I would like to acknowledge the dedicated efforts of the volunteers and students who have worked on the exhibits. Their diligence and talents were an essential part of our success in 2013. REPORT OF THE COLLECTIONS COMMITTEE We experienced another good year expanding our holdings and taking care of our collections. The composition of the committee varied slightly in the fall of 2013 when we welcomed Wayne Gunter and Chris Turnbull on the committee to replace Paul O'Connell who felt it was time to leave after serving many years on the committee. Actually, Chris has not been able to attend meetings as yet because of injuries suffered in a car accident last summer. As for acquisitions, I would refer you to the box following this report that lists the accessions registered in 2013. I let the accessions list speak to the quality of the incoming materials we received last year but if the list prompts your curiosity to learn more about an acquisition(s) either Ruth or myself will try to tell you more about it(them). I might add that recently we have become more selective in what we accession into our permanent collection. If donations offered do not fit into our mandate or their bulk is such that our limited storage cannot hold them then we advise and assist the donor in seeking out an alternative repository. Frequently now instead of accepting artefacts and records of more limited value

into our permanent collection they are placed in our exhibition/education collections where they require less paperwork and can be physically disposed or returned to donor more easily should we decide we no longer want them. As for the care of the collections, once again in this report I would like to emphasize how fortunate we have been in obtaining high quality summer students. In 2013, Kate Dixon and Clinton Gillespie spent the summer working on “the 3rd floor”. This was the third year that Kate has been with us and we benefited greatly from her experience. I cannot emphasize enough the importance of this experience for financial restraints do not allow us the luxury of a permanent curator and the annual turnover of summer staff often results in slow downs. The recruitment of students, interns and volunteers is Ruth's responsibility and the success we have had recruiting for work on the collection rests with her. In 2013, Ruth began in earnest to prepare a handbook(s) to care for our collection in a practical manner. The result of Ruth's tremendous undertaking will be ready or the Board's & Committee's review this year. These handbooks that complement the policy guidelines that Ruth completed a couple of years ago will improve work on collections immensely and assist constantly changing staff in starting their tenure with us. A vital component of our work is the cataloguing of our collection and for a number of years we have been inputting into Virtual Collections with the cooperation of the provincial Heritage Branch. In 2013, we asked for a review and their advice on our cataloguing practises into Virtual Collections, which was provided by Janice Allen-Scott, and the work is now proceeding on a much more even keel. In return for the funding from the Provincial Government and for the advice they provide on cataloguing, we submit annually a number of entries into the national database for artefacts. For the entries submitted in 2013, I refer you to the box that follows this report. Another vital component is the volunteer work that I have been doing to incorporate our archival records (that the Provincial Archives of New Brunswick looks after for us) into their manuscript collection, MC300. These materials had gone to the Archives when they were established and were organized and described, but many had remained behind at the Museum or were joined by records that we acquired and stored after the initial

transfer. Basically the organization of these records had degenerated into an inaccessible state. I'm happy to report that these records are now almost completely incorporated into MC300 and in 2013, my work concentrated on identifying records that do not fit our mandate and we can no longer logically justify keeping. These I brought back to the Museum and work has begun on deaccessioning. Completing the deaccessioning paperwork properly and searching for alternative repositories to provide a new home for these records (largely publications) is serious and time-consuming work and the project continues into 2014 I thank the staff, interns and volunteers (named either above or elsewhere in this report) who were able to achieve admirable progress on the maintenance of our collection in 2013. MEMBERSHIP REPORT During 2013, 152 memberships were registered, a number that represents significantly more people since families include more than one person. Through their YSHS membership purchases, members directly support publication, exhibit and collections projects. To each YSHS member – thank you for your support of heritage and community connections in the capital region. We are delighted to have 16 new members in 2013 and look forward to the opportunity to get to know them at future programs and events. As the Society grows, so does its ability to fulfill its mission, serve the community and reach a wider audience. This is possible through the volunteer efforts of our members, the strong leadership of the Board of Directors and the hard work of its Committees. A membership in the society not only gives you access to a dynamic community museum, but also to a rich publishing program, an informative lecture series and opportunities to meet people who share a passion for the history of the Fredericton region as well as New Brunswick. REPORT OF THE PUBLICATION COMMITTEE Members of the Society and the Museum have received several publications during this past year including one Officers' Quarters, just under the wire, distributed earlier this month. This issue is a departure, one devoted to students' contributions. The quality is such that the experiment is likely to be repeated. The second O.Q. for the year 2013-2014 on the subject of the War of 1812 should be with you in May. Our recent editors, Elaine Mercer and Vincent Erickson have both retired from the position. Elaine moved to Ontario, having produced several excellent issues full of interest and Vincent after many well researched editions, adding to our academic knowledge. We thank them for all their hours of volunteer work, which is much appreciated by us all. We welcome our new Editor, Eugene Campbell, who comes with years of experience as a Journalist and Photographer for the press in Oromocto and the Fredericton area whose history he carries with him in his head and in his extensive library. REPORT OF THE HONOURS & AWARDS COMMITTEE The York Sunbury Historical Society announced the recipients of the 2013 Martha J. Harvey Awards of Distinction in December and they were recognized at the Society of the Christmas luncheon. The annual awards honour outstanding contributions to the field of history in central New Brunswick. The award recipients were selected based on their commitment to central New Brunswick’s history and dedication to the Society. They were presented to Don Roberts and Vincent Erickson. Don was chosen for his dedication to the society and museum over the last several decades. The second award was presented to Vincent for his dedication the research of Native history and his many contributions to the Officers’ Quarters and First Nations exhibits. REPORT OF THE WAR OF 1812 COMMITTEE Introduction. The focus of the past year’s activities was the commemoration of the epic march of the 104th (New Brunswick) Regiment of Foot from Fredericton to Kingston, Ontario during the winter of 1813. However, several other activities also took place: a. March of the 104th. As discussed in last year’s report, the epic march of the 104th (New Brunswick) Regiment of Foot was re-

enacted from Fredericton to Kingston, Ontario. As part of this, MLA Brian Macdonald snowshoed from Fredericton to Cabano, PQ. Not reported was the award of the Queen’s Diamond Jubilee Medal to Society member Bob Dallison by Lieutenant Governor Graydon Nicholas in recognition of his work to promote New Brunswick history. b. Military Heritage Community Picnics. These were designed to heighten awareness of the veterans of the War of 1812 who returned to New Brunswick after the war. The original picnic concept was not viable and so they transformed into a “Military Ancestors Roadshow”. Eight of these events, sponsored by the St. John River Society, were held in conjunction with a local festival, fair or other event. There was an archivist, usually Fred Farrell, and a historian, either Bob Dallison or myself, available at each event to talk about the military settlements that occurred in New Brunswick after the War of 1812 and to help visitors learn more about their ancestors. c. Veterans of the War of 1812 Graveside Recognition. This is a federally funded programme to identify and mark the graves of veterans of the War of 1812. Their website is www.1812veterans.ca. Plaques can be obtained by submitting a biography of the veteran to the project organizers. The first two plaques were dedicated on 15 October 2013 at the graves of Charles and Bradshaw Rainsford, who are buried at St. Peter’s Anglican Church in Kingsclear. Another six are waiting placement by the City of Fredericton. I served as the intermediary in both cases. Discussions have been initiated with Christ Church Cathedral about placing a plaque on the grave of Major General George Stacy Smyth who commanded the forces in New Brunswick during most of the war years. In addition, I am working with interested parties in Halifax to initiate the plaque programme there. The intent is to commemorate Sir John Harvey and other veterans of the war who are buried there.

Summary. Although the War of 1812 lasted from 1812 to 1815, the bulk of the commemoration activities in New Brunswick occurred in 2013. Some activities such as the placing of the Veterans Graveside Recognition plaques will continue in 2014 and 2015. The capture of Eastport, Maine will be commemorated on 11 July 2014 and the capture of Houlton, Maine on 12 January 2015. Respectfully submitted, Gary Campbell, Chair

OTHER BUSINESS Revenue Canada indicated that the organization in the by-laws must reflect that in the Organization’s Certificate of Revival of June 1, 2007 and that a motion will be made at the AGM in April to accept that correction. A certified copy of the amended by-laws, reflecting the name as set out in the Certificate of Revival of June 1, 2007, signed by at least two current directors/trustees, will then be provided to the CRA.

REPORT FROM THE EXECUTIVE DIRECTOR 2013 was a tremendous year for the YSHS and FRM. We launched an incredible exhibit that celebrates 250 years of history in Maugerville and Sheffield, hosted many excellent programs and welcomed over 7,000 visitors into the museum. FRM employees used the strategic plan objectives as a guide while developing programs and projects throughout the year. Areas of focus primarily included audience development, operations and

structure and community awareness. Notes were kept on how they met the objectives and these notes are reflected in the content and format of my report this year. Museum employees and volunteers worked to increase publicity by improving museum signage and utilizing new forms for advertising and promotion. Posters and fliers were created and distributed to a wider audience and regular event announcements were submitted to free print and online newsletters, such as Coffee News, Arts News, Kijiji and Freddy this Week. Spencer Murgatroyd operated a tea room at the museum for a third year as Hannah Ingraham. She baked cookies at M&T Deli and served them with a selection of teas and iced tea. In July, Spencer hosted a tea party with the Lieutenant Governor of New Brunswick, his aide-de-camp and chauffeur. She promoted her business using posters and flyers and offered knitting lessons as she worked to make or collect 100 knitted preemie hats for the hospital. The museum continued to expand promotional outreach by collaborating with Science East to have a presence at FredKid Fair where we networked with local families and businesses. The museum had booths at the St. Thomas University Volunteer Fair, University of New Brunswick Volunteer Fair, Northside Heritage Fair, Tourism Industry Association of New Brunswick Conference (with the Central River Valley Heritage Attractions Zone), Northside Market, Boyce Farmer’s Market and at the King’s Place Mall. Repeat visitation was encouraged by providing the local community different reasons to visit the museum such as special events, lectures, etc. Museum employees and volunteers built relationships within the community by providing speakers at the Association Museum of New Brunswick annual conference and by participating in meetings with Downtown Fredericton Inc., the Chamber of Commerce and Culture Days. The FRM hosted an artist-in-residence with Peekaboo Shadow Theatre creating a partnership and marketing collaboration. The museum participated in the St. John River Society War of 1812 commemoration event in February and hosted the La Société culturelle Saint-Basile and Société historique du Madawaska commemoration exhibit in the spring. The exhibit launch was shared with the unveiling of Picaroons 104th bottled ale. Downtown Fredericton Inc. granted $1,000 towards our Annual Open House. Held on August 18th, activities included a book sale, a cataloguing activity on the third floor, a children’s craft, Peekaboo

Shadow Theatre and a performance by local musician, Josh Bravener. A new interactive component of the museum’s medical history exhibit was unveiled. The Black Bag game, based on the iconic black bag of Dr. Chalmers, was funded through generous donations made by YSHS members and museum supporters. The museum’s newest display – a private collection of Swarovski crystal donated by Joan & Kenneth Maybee – was officially opened in the Orientation Room. Sidewalk chalk was used to advertise and draw people into the museum and a "MUSEUM OPEN HOUSE" banner was hung from the balcony. We had 350

visitors throughout the day making this our most successful Open House since we started the annual event in 2008. To improve awareness of the YSHS’s registered charity status; employees provided signage near the admission desk and started to include a statement on the bottom of press releases. The gallery guide was reformatted and a charitable status statement added. Summer students and volunteers held a liquor store fundraiser and continued selling used books. As for 2014, I am always excited to start another year at the museum! The FRM will be commemorating the 100th anniversary of World War I and will continue to follow the strategic plan and make upgrades to our collection to improve access and care of the many objects and records that we hold in trust for the community. I would like to express my heartfelt appreciation to our wonderful staff, volunteers, committee members and the members of the Board for their contributions in 2013. Our success is in large measure due to their hard work. As always, we are indebted to the financial support that we receive from all three levels of government, our supporters and donors and community granting agencies without which we simply would not be able to operate a museum and create amazing exhibit, incredible programs and publications. The members of the Board, the committees and our volunteers are looking forward to continued success in 2014. Lisa Borgald-Sharpe, our Education Coordinator worked with Elspeth Burris and Alexandra Rossiter to connect with community organizations and develop education programs. The FRM used three summer student grants to fill its staffing needs for 2013. Using Young Canada Works grants, Elspeth Burris returned as our Summer Education Manager, Kate Dixon returned as our Artefact Cataloguer and Alexandra Fox returned as our Museum Operations Coordinator. We hired Robert Cole

as the Public Program Officer and Clinton Gillepsie as our Collections Assistant using Student Employment Experience Development grants. Conor Falvey was our Development Officer with a Canada Summer Jobs grant and Eugenia Pilar Bossilino was our YMCA exchange student. Elspeth continued her employment in the autumn to assist with administrative tasks in the office and with education programming. Clinton continued in the autumn to work on the collections database. Cherrie Cunanan kept the building clean and Deborah Williams continued to do our bookkeeping. I would like to thank the museum employees, interns and volunteers for helping to create a vibrant community museum. Respectfully submitted, Ruth Murgatroyd, Executive Director MUSEUM EDUCATION & TOURS Using the FRM’s strategic plan as a guide, museum education staff and volunteers included the focus area objectives for audience development in their program planning and development throughout the year. Child friendly initiatives such as games in the exhibits were added including the Operation Game in the medical exhibit, Knicker Box marble and Fox & Geese games in the Planters exhibit as well as colouring sheets. The museum participated in Cynthia Wallace-Casey’s PhD middle school education research project by providing students with artefacts and research assistance for their assignments. Lisa and Elspeth contacted local schools in the spring notifying them of what the museum has to offer, tour rates, etc. Lisa and Ali created brochures for Girl Guides and Scouts and mailed them to the local leaders to ensure they know about tours and programs that the museum offers. A War of 1812 badge program was developed and offered to local groups and Lisa used the St. John River Society War of 1812 education box to offer programs to various schools and groups.

In June, the museum hosted 519 students and chaperones from various schools and organizations in the Fredericton area, throughout New Brunswick and from Quebec. The downtown walking tour and graveyard activity continues to be a great addition to the programs that the museum offers. “Themed Afternoons” were organized throughout the summer; they took place every Tuesday and Thursday. Each “Themed Afternoon” program involved giving the children a short history lesson about a topic, based on the museum’s exhibits, doing activity sheets as well as a related craft and/or activity. An etiquette themed tea party was held in August. It featured Jay Remer, the Etiquette Guy, who taught the children about proper tea etiquette. During the annual open house, collections staff offered artefact workshops to visitors. This provided patrons with a behind the scenes experience at the museum and some insight into collection management and the work required to maintain a collection. Throughout the year, the museum participated in group familiarization tours with the municipal and provincial tourism departments. We hosted Harvest Jazz and Blues workshops in the museum on their family day. They included music workshops and the science of sound. Our artist-in-residence, Miguelina Izaguirre, offered several shadow theatre puppet shows and workshops to museum patrons during her 6 week residency. Elspeth researched and developed a summer camp program that will be offered during the 2014 summer months.

MEDIA 2013 was an incredible year for media coverage for the museum with articles in the newspaper, interviews on the radio and a few CTV evening news pieces. This is largely because of the media coverage surrounding the Planters exhibit and the hard work and determination of our summer students. Some print media coverage:

The museum contributed in the annual Daily Gleaner Staycation guide to encourage visitation from the local community and Up93.1 FM participated in a 90 minute museum walk through / interview with summer student Alex Fox. Conor Falvey invited both Up93.1 FM and Hot 92.3 FM to promote the Museum Open House and advertised on the WHAM sign located on the corner of Regent and Prospect Streets.

ONLINE MEDIA The museum continued social networking efforts by posting information about events and programs on several social media channels to connect with a wider audience. The Facebook page has over 600 followers and several photo albums that contain pictures of museum events, collections, exhibits and activities. The FRM continues to use a Facebook group for volunteer management where our volunteer needs are posted. The group provides a space on Facebook where it is easy to communicate with several people at the same time. To date, the museum has had 2,998 tweets on its Twitter account, “@FredMuseum”. The account is followed by 1,061 users and follows 414 feeds. In 2013, the YSHS blog had over 30,000 visitors and the FRM blog had over 12,000 visitors. The FRM has 26 uploads on YouTube including videos of several exhibit opening presentations. The FRM uses Pinterest to promote history and the museum collection on the web with 12 boards with 363 pins. New to the museum is Instagram, http://instagram.com/fredmuseum#. Instagram is an online photo-sharing, video-sharing and social networking service that enables its users to take pictures and videos, apply digital filters to them, and share them on a variety of social networking services, such as Facebook and Twitter. Thank you to Red Cow Technologies for the continued support. They provide the museum with a simple to use website at www.frederictonregionmuseum.com.

FACILITY NOTES As per the strategic plan, the museum worked to improve signage with four new signs on the building. The civic number was upgraded to make visible from the street. A Historic Garrison District sign was added to the south side of the building. This matches the Historic Garrison signs on the other buildings in the District. The main museum signs now reflect the full museum name and are bilingual. Museum employees reconfigured the admissions area to improve traffic flow to meet the needs of the public. The province upgraded the electrical in the museum office and repointed the stonework on the east and west sides of the building. The work took several months and required safety fencing around the building throughout the entire autumn season. The repointing process caused some flooding on the second floor and damage to the museum entrance doors. The province repaired the doors. We are grateful to the Department of Transportation and Infrastructure (formerly the Department of Supply and Service) for the work that they do to maintain our building. Harvest Jazz & Blues promoted museum facility rentals to their sponsors and CountryFest rented the building for use during their festival. Madrigal Artisans rented the main floor outlet during the summer forming a marketing collaboration with the museum. Museum employees engaged festival organizers to ensure that the museum’s entrance would not be blocked during events. They purchased additional signage to use during festivals so that people will be able to tell that the museum is open. The Fire Department Education Coordinator, Cameron Dunn, gave a fire extinguisher training session to the summer students. We do this because the museum does not have a sprinkler system and if there were a fire, we would have to use the extinguishers to contain it. Three security cameras were installed: two in the old summer kitchen (Planters exhibit) on the main floor and one in the hall leading into the old summer kitchen.

By-Laws of the York-Sunbury Historical Society Inc. 1. The name of the Society is the York-Sunbury Historical Society Inc. 2. The objects of the Society are:

a) To collect, preserve and interpret historical data, records and objects relating to the history of the Province of New Brunswick, and in particular that of York and Sunbury Counties;

b) To establish, maintain and operate a public museum in Fredericton for the housing, care, preservation

and display of historical objects and records;

c) To acquire by way of grant, gift, purchase, bequest, devise or otherwise, real and personal property to the realisation of the objects of the Society;

d) To buy, own, hold, lease, mortgage, sell and convey such real property and other material or services as

may be necessary or desirable in order to carry out the objects of the Society. 3. The head office of the Society shall be in the city of Fredericton, New Brunswick. 4. (1) A Member of the Society shall be a person in one of the following categories:

a) Life Members shall be those persons who have paid a fee, as prescribed by resolution of the Society's Board of Directors and this fee shall entitle them to be such a Member for the term of their natural lives;

b) Regular Members shall be those persons who have paid the annual membership fee, as prescribed by

resolution of the Society's Board of Directors;

c) Honorary Members shall be those persons who, for a set term, have been appointed by a resolution of the Society's Board of Directors for rendering distinguished service in promoting the aims and purposes of the Society, and for that term shall not be assessed annual membership fees;

d) Sustaining Members shall be those persons who contribute or exceed an annual fee, as prescribed by

resolution of the Society's Board of Directors.

(2) A Society Patron shall be an organization or corporate entity that in any fiscal year contributes or exceeds a fee as prescribed by resolution of the Society's Board of directors.

5. (1) Membership fees, where applicable, are due and payable on the first day of January in each year;

(2) In order to be eligible to vote at a special or general meeting of the Society membership fees must be paid up at least sixty days prior to that meeting; (3) New Members paying prescribed fees after 1 September in any year shall also be entitled to the privileges of membership for the next ensuing calendar year.

6. Subject to section 5, each person who is a Member shall be entitled to:

a) Vote at a general or special meeting of the Society;

b) Be a candidate for any office on the Society's Board of Directors;

c) Serve on any Committee of the Board. 7. The Board of Directors shall comprise:

a) Twelve persons.

b) Subject to section 13, vacancies on the Board shall by election, be filled annually at a general meeting of the Society.

c) Board members shall be elected in such a manner that allows for four members with three terms, four

members with two terms, and four members with one year terms including a city of Fredericton representative. (Amended at the Annual General Meeting of 18 April 2013.)

8. (a) The Officers of the Society that are to be elected annually from the Board members at the annual

general meeting of the Society are:

i. President ii. First Vice President

iii. Second Vice President iv. Secretary v. Treasurer

(b) The retiring President shall assume the office of Past President and shall hold that office until the next President retires from office, and that position shall be an Officer of the Society. The Past President shall not also hold any other position as an Officer of the Society as listed in Section 8(a).

9. In conformity with section 5, all candidates for office or membership on the Board shall have paid the

prescribed membership fees. 10. No person shall serve on the Board for more than nine consecutive years, except the Past President and the

Treasurer who may when serving in that position. (Amended at the Annual General Meeting of 18 April 2013.)

11. No person shall serve in any one of the Officers positions for more than three consecutive years with the

exception of the Treasurer. (Amended at the Annual General Meeting of 18 April 2013.) 12. A Board member who fails to attend three consecutive meetings without due cause or notice shall be

deemed to have retired from the Board. 13. A vacancy occurring on the Board or any of its Officer positions occurring after an annual general meeting

may:

a) Be filled by resolution of the Board for a term to conclude at the next annual general meeting of the Society;

b) Such resolution of the Board shall require a two-thirds vote of a quorum of the Board at a duly

constituted meeting of the Board; 14. The Board shall be and constitute the Directors of the Society for the purposes of the Companies Act and

shall have the full power and authority vested in corporate directors by law. 15. (1) The Board may, subject to the Companies Act, employ and fix the compensation of such employees as

may be required for the proper operation of the Society.

(2) The President shall be the member of the Board to whom the Manager, and other employees at the discretion of the Board, shall report and the President shall be responsible to the Board for the performance of those employees. (3) Subject to Section 19, should the President be unable to fulfill the obligations as described in section 15(2) the Board shall appoint a member to fulfill those duties and obligations. (4) The Board shall be responsible for establishing the duties, personnel policies and operating policies for employees. (5) The Board shall be responsible for establishing policies and operating procedures for the Society's Museum. (6) The Board shall be responsible for establishing policies and procedures relating to all expenditures of the Society. (7) The Board must authorize all acquisitions, disposals or loans of items documents or artefacts to or from the Society's collection. (8) The Board may employ personnel, including a Society Manager, it deems necessary for the effective operation of its facilities and activities.

16. No member shall be employed by the society and no member shall receive remunerations for services

performed for the society. (Amended at the Annual General Meeting of 18 April 2013.) 17. The Executive Committee of the Board shall be the Officers as provided for in section 8(a) and 8(b). 18. The Executive Committee shall carry on the regular management of the Society in between meetings of the

Board and shall be accountable to the Board. 19. DUTIES

(1) The President shall:

a) Preside at all meetings of the Executive Committee, Board, General and Special meetings of the Society;

b) At all meetings specified in (a), vote only when a deciding vote is required;

c) Be an ex-officio member, as a full voting member, of all standing and other committees of the

Society, except as otherwise provided for in these by-laws;

d) Be counted in the quorum for all meetings.

(2) In the absence of the President, the First Vice President shall assume all the duties of President assigned by these By-laws or by resolution of the Board.

(3) In the absence of the President and First Vice President, the Second Vice President shall assume all the

duties of the President and First Vice President assigned by By-Law or by resolution of the Board.

(4) The Secretary shall:

a) Keep all minutes of the Society, Board and Executive meetings;

b) Conduct all necessary correspondence of the Society;

c) Maintain a register of all Society, Board, Officers and committee members;

d) Notify appropriate members of the date, time, place and agenda for general and special meetings of the Society, Board and Executive Committee;

f) File with government authorities such documents as may be required by law to be filed;

g) Have custody of the seal of the Society.

(5) The Treasurer shall:

a) Receive and have custody of all Society monies;

b) Deposit such monies in a chartered bank or Credit Union in one or more accounts as decided by the

Board;

c) Pay by cheque in a timely manner, with the appropriate co-signer, all bills and indebtedness of the Society;

d) Keep such financial records as may be appropriate and acceptable for audit or financial review.

e) Issue all certificates of receipt for charitable donations.

20. Where the immediate Past President cannot serve in any capacity provided for in these by-laws the Board

shall elect another Society Member to serve in that capacity. 21. (1) All cheques or financial instruments shall be signed by the President and the Treasurer. In the event that

either the President or Treasurer is absent or unable to perform their duties, the First Vice President is authorized to sign as an alternate.

(2) The Board may authorize additional signing officers in the event that one or more of the authorized signing officers is or will be absent or unable to perform their duties. (3) The President and the Secretary shall have the authority to affix the seal of the Society to any documents. (4) No person or Committee shall expend funds in excess of that in the approved budget without prior approval of the Board.

22. Conflict of Interest

Every Board member who has direct or indirect interests in any contract or transaction to which the Society is or is to be a party, shall declare interest in such and shall not be present at any meeting held to discuss or vote on such matters.

23. The financial accounts and books of the Society shall be audited or financially reviewed annually by a

suitable person or persons recommended by the Board and approved at the annual general meeting. Such audit or financial review shall be presented at the next subsequent annual general meeting.

24. Any Member may inspect the books and records of the Society by applying in writing to the Executive

Committee. The Executive shall determine the time, place and format of the records to be reviewed. 25. (a) In addition to the Executive, the following committees shall be the standing committees of the Society:

i. Programs

ii. Exhibits

iii. Finance

iv. Nominating

v. Collections

vi. Publications

(b) Excepting the Nominating committee, all committees are committees of the Board and shall be responsible to the Board and report to the Board.

26. Additional committees may be established by resolution of the Board. Such committees shall be ad hoc and

shall expire when their mandate is completed or when disbanded by the Board. 27. Each standing committee may have in its possession such monies as approved by the Board for incidental

expenses and such expenses are to be part of their approved budget and properly accounted for to the Finance Committee.

28. Nominating Committee

(1) Nominating committee shall constitute three members, namely:

a) The Past President who shall chair the Nominating committee;

b) At the first Board meeting following the annual general meeting, the Board shall appoint a member from the Board;

c) At the first Board meeting following the annual general meeting, the Board shall appoint a member

from the Society who is not a member of the Board.

(2) The Nominating committee shall prepare and submit to the next annual general meeting a proposed slate of officers and required Board members, as otherwise provided for in these by-laws.

(3) Subject to Section 8 (b), members of the Nominating Committee shall not be eligible for nomination to a

position as an Officer of the Society. 29. The Publications committee shall be responsible for all publications of the Society, including books,

pamphlets and brochures excepting publicity materials, and the Society's newsletter and other duties that may be assigned to it by the Board.

30. The Collections committee shall provide advice to the Board on all matters relating to the Society's

collection including but not limited to care and conservation, budget matters and other duties as may be assigned to it by the Board. The Manager shall be an ex-officio member of this committee.

31. Finance Committee

(1) The Finance committee shall be chaired by the First Vice President and shall comprise the Treasurer and one other Member appointed by the Board who is not a member of the Board.

(2) The Finance Committee shall, prior to the next fiscal year, receive a proposed budget from each

standing committee, estimate the potential revenue and prepare a consolidated budget for all activities of the Society which is to be submitted to the Board for its consideration and approval;

(3) Make proposals to the Board concerning the investment of Society funds;

(4) Be responsible for reporting to the Board as required on the financial affairs of the Society and other

duties as may be assigned to it by the Board;

(5) The Finance committee shall separate capital funds or trust funds of the Society from ordinary revenue. The capital funds or trust funds are to be invested only in a class of securities acceptable for the investment of trust funds in New Brunswick;

(6) Only 90% of the revenue generated from capital or trust funds may be considered by the Finance

committee as ordinary revenue in the preparation of the annual Society budget. Any other use of the capital or trust funds must be approved by resolution at a general or special meeting of the Society.

32. The Program committee shall be responsible for all recommendations to the Board relating to planning,

direction and implementation of a program of meetings and activities designed to foster a level of interest and participation of Society Members, in addition to any duties that may be assigned to it by the Board.

33. The Exhibits committee shall be responsible for all recommendations to the Board relating to the planning and direction of all the Society's exhibits, including budget matters, and any other duties that may be assigned to it by the Board. The Manager shall be an ex-officio member of the committee.

34. The President shall appoint all chairs of standing committees not otherwise provided for in these by-laws.

Where a committee chair is absent or otherwise unable to perform the duties of the chair, the President may appoint an acting chair or a new chair.

35. Unless otherwise provided for in these by-laws the Board shall appoint members of all committees. The

committee chairs shall recommend to the Board all prospective committee members for their respective committees.

36. All committees, excepting the Nominating committee are committees of the Board and shall be accountable

to and report to the Board. 37. All meetings of the Society shall be conducted according to Bourinot's Rules of Order. 38. Annual General or Special Meetings

(1) The annual general meeting of the Society or any special meeting of the Society shall be held in the city of Fredericton at a date and place determined by the Board but no later than the last day of April.

(2) The notice of the annual general meeting or any special meeting of the Society shall be mailed to or

provided by electronic means to Members not less than thirty days prior to the date of the meeting.

(3) At every annual general meeting, in addition to other business that may be transacted, the report of the President, the financial review or audit of the financial statement for the past fiscal year, the appointment of person or persons to conduct the yearly audit or financial review and the reports of the standing committees shall be presented.

(4) With respect to election of officers or Board members at the annual general meeting, Members may

submit, from the floor, nominations for Officers or Board members. Nominations must be accompanied by the nominee's willingness to serve in that capacity. If the nominee is absent, willingness to serve must be provided by the nominee, in writing, at the time of nomination.

(5) In conformity with section 5, thirty percent of the Members of the Society or 20 Members, whichever is

less, shall constitute a quorum at an annual general or special meeting of the Society. 39. Special general meetings of the Society shall be held at such times, as the Board deems necessary. Special

meetings shall also be called by the President when in receipt of a written request for such a meeting and signed by ten Members of the Society who shall, in their request, state the nature of the business they wish to discuss. If special resolutions are to be considered at such a meeting, the full text shall be included in the notice of meeting.

40. Regular meetings of the Board shall be held at least six times per year or other such time as determined by

the Board or the Executive committee. Scheduled meetings as decided by the Board and recorded in the minutes provided to Board members shall constitute notice of meeting. Ten days notice must be provided

for all other meetings called unless all members consent to such a meeting. A quorum is a majority of the members of the Board.

41. Meetings of the Executive shall be called by the President when warranted or when two members of the

Executive request such a meeting. A quorum for any meeting is a majority of the members of the committee.

42. The borrowing powers of the Society may be exercised by the Board up to a maximum of one hundred

dollars for each Member in good standing. Amounts in excess of this total shall require a resolution of the Society at a general or special meeting.

43. The authority to execute contracts, deeds, bills of exchange and other contractual items on behalf of the

Society shall be vested in the Board subject to limitations of the Companies Act. 44. The fiscal year of the Society shall commence on the first day of January and end on the thirty-first day of

December in each year. 45. The Society may appoint an Honorary President. 46. The Board may appoint Honorary Directors for a yearly term who, when called upon, provide advice and

counsel to the Board. 47. These by-laws may be amended by special resolution at an annual general meeting or at a special meeting of

the Society. Written notice giving the full text of the proposed changes must be deposited by mail or electronic means to each Member eligible to vote at such meeting at least thirty days prior to such meeting.

48. These by-laws, after being ratified by a resolution of the Society at an Annual General Meeting, shall take

effect immediately after that meeting. Where there are inconsistencies in the transition year from the old by-laws to these new by-laws, the Board may, by resolution, enact special provisions to remedy these inconsistencies.

49. In the event of dissolution of the Society all the assets remaining after payment of liabilities, with the exception of the records already in possession of the Provincial Archives, shall be donated to the New Brunswick Museum. (Added during the Annual General Meeting of 18 April 2013.)

Young geocachers follow the 104th Regiment By Alexandra Fox

The family that geocaches together stays together! Mark, Hannah and Lily McGarrigle arrived at the Fredericton Region Museum in June to let us know they completed the 104th Regiment Geotrail. The trail follows the route taken by the 104th Regiment of Foot on their march from Fredericton to Kingston in 1813. These three intrepid geocachers (some of whom have been geocaching since they were less than a year old!) found and recorded 15 geocaches along the trail. They’re pictured below in the museum’s War of 1812 exhibit, showing off the commemorative Geocoins they received. Congratulations!
