Belize is a unique country with a multi-cultural society whichgained its independence in 1981 from England.It is the saying in Belize that it takes a whole village to raise achild and this used to be the norm where a child would bediscipline not only by parents but also by society, where respectwas demanded.
Now society has changed and discipline has eroded, and therespect once given to each other has been lost.In 1992 Belize faced its first major outbreak with Gangs. Itstarted with the Crips and Bloods Gang. Which led to theaffilliation of other small gangs including Black Scorpion, PIV,123rd Hoovers ect. , and the infiltration of otherneighbouring gangs from San Salvador, Guatemala and Honduras
where we saw the formation of the MS13, the 18th Street and Vatos Locos Gang. Deportees coming from the United States whowere also former gang members also added to the gang problems.

• Mandatory that ex-offenders to qualify forParole should attend a one-year program at the facility to equipthem with life and job skills.
• Attach the apprentice/inmates to trademen or entrepreneurs in the
community who offer themselves as trainers/mentors.• Give tax-incentives to business entities that hires ex-offenders.• Make available network of mentors who volunteer
to assist ex-offender through the reintegration process.
• Government or Family assist in relocation of a ex-offenderto other communities or other district (away from the environment)so as to get a fresh start.
