DILEMAS Y COMPROMISOS DE LA AUTORIDAD PORTUARIA EN LA DIMENSIÓN AMBIENTAL · DILEMMAS AND COMMITMENTS OF THE PORT AUTHORITY IN THE ENVIRONMENTAL DIMENSIONConciliar crecimiento económico y preservación de recursos es una exigencia asumida por la Autoridad Portuaria. Fomentar el compromiso de la comunidad portuaria en la mejora de la gestión ambiental de sus operaciones y fomentar la intermodalidad entre el tráfico marítimo y el ferroviario son los objetivos del puerto a corto y medio plazo.
Reconciling economic growth and resource preservation is a requirement assumed by the Port Authority. Encouraging the commitment of the port community in the improvement of port environ-mental management of its operations and promoting intermodality between rail and port traffic are the objectives in the short and medium term.
El modelo portuario de transporte sostenible alcanza su máxima expresión cuando se integran las cadenas logísticas de transporte marítimo con las redes ferroviarias. Se presentan a continuación las toneladas de mercancías movidas por ferrocarril y las estimaciones de movimiento en caso de disponer de acceso ferroviario a Punta Langosteira, siendo ésta una condición imprescindible para el traslado de estos tráficos a las nuevas instalaciones portuarias.
The port model of sustainable transport is at its height when maritime-based transport logistics chains are integrated with rail networks. The following are the tons of freight moved by rail, and the motion estimates if rail access to Punta Langosteira is available, this being a indispensable for moving this traffic to the new port facilities.

Memoria de SostenibilidadSustainability ReportNUESTROS GRUPOS DE INTERÉS Y SUS INQUIETUDESA partir de las expectativas de sus grupos de interés, la Autoridad Portuaria identifica los asuntos relevantes en materia de sostenibi-lidad sobre la base de un análisis de fuentes de información tanto internas como externas basado en el estándar AA1000 APS (2008) de AccountAbility. De este análisis se extrae un listado de asuntos clave en sostenibilidad, entre los que se encuentran:
COMPETITIVIDAD, INVERSIÓN EN INFRAESTRUCTURAS: LA ENTRADA EN FUNCIONAMIENTO DEL PUERTO EXTERIORLa construcción de las nuevas instalaciones portuarias en Punta Langosteira supone una gran inversión económica y un enorme reto tecnológico, al no disponer de experiencia en condiciones de construcción similares; por ello es necesario contar con un esquema técnico-financiero fuerte: cualquier imprevisto técnico puede suponer el incremento del presupuesto inicialmente considerado en el Plan de Inversiones. En noviembre de 2010, olas de más de 16,5 m produjeron daños de diversa consideración en el tramo del dique de abrigo, donde el manto exterior no estaba todavía protegi-do con doble capa de bloques de 150 t. En marzo de 2011 la sección afectada del dique había sido reparada.
IMPACTO LOCAL, RELACIÓN PUERTO CIUDAD: EL APARCAMIENTO DEL PARROTE Y LA REORDENACIÓN URBANÍSTICAEn julio de 2010 se suscribió un protocolo con el Excmo. Ayuntamiento de A Coruña y se creó una comisión para elaborar una propuesta en relación con la ordenación urbanística del muelle del Parrote, que se remitió a la Dirección Xeral do Patrimonio Cultural para ser informada. De acuerdo con este informe, emitido en diciembre de 2010, la Autoridad Portuaria está buscando una solución que se ajuste a los parámetros establecidos.
LAS RELACIONES CON LAS ADMINISTRACIONES PÚBLICAS: PUERTO EXTERIOR Y FERROCARRILCon relación a la necesidad de disponer de un acceso ferroviario al puerto exterior, la Dirección General de Infraestructuras Ferroviarias del Ministerio de Fomento licitó y adjudicó en 2010 un estudio informativo de acceso al puerto exterior.
El análisis de relevancia, junto con otras inquietudes de nuestros grupos de interés, así como los compromisos adquiridos por la Autoridad Portuaria para darles respuesta se presentan a lo largo de la Memoria de Sostenibilidad 2010.
HITOS ECONÓMICOS, SOCIALES Y AMBIENTALES DE 2010
El 25 de julio de 2010, tras 1.962 días de obra y 13.706.460 m3 de material todo uno vertido, se alcanza el PK 3+382,46 del dique, lo que supone cumplir con la planificación prevista para la construcción de un puerto cuyo objetivo principal es la eliminación de los potenciales conflictos de seguridad y los riesgos ambientales que afectan a la ciudad de A Coruña.
Otros hitos de 2010 fueron los acuerdos alcanzados en el Plan de Empresa para el ejercicio 2011, en los que se propuso una ayuda financiera, a tramitar a través de la Ley de Presupuestos Generales del Estado para el ejercicio 2011 por importe de 250 millones de , el cumplimiento del Plan de Austeridad, y la certificación de los sistemas de gestión ambiental conforme a la norma UNE-EN ISO 14001:2004 y de gestión de la seguridad y salud en el trabajo conforme al estándar OHSAS 18001:2007.
OUR STAKEHOLDERS AND THEIR CONCERNSFrom the expectations of its stakeholders, the Port Authority identifies the relevant issues in sustainability based on an analysis of information sources both internal and external standard based on APS AA1000 (2008) of AccountAbility. A list of key issues in sustai-nability is extracted from this analysis, including:
COMPETITIVENESS, INFRASTRUCTURE INVESTMENT: THE ENTRY INTO OPERATION OF THE OUTER HARBOURThe construction of the new port facilities at Punta Langosteira is a big financial investment and a huge technological challenge, in the absence of experience in similar construction conditions; it is therefore necessary to have a strong financial and technical framework: any unforeseen technical circumstance can lead to increase the budget initially considered in the Investment Plan. In November 2010, waves up to 16.5 m caused damages of varying degrees in the section of the breakwater, where the outer mantle was not yet protected with double layer of blocks of 150 t In March 2011 the affected section of the dam had been repaired.
LOCAL IMPACT, PORT-CITY CONNECTION: PARROTE CAR PARK AND THE URBAN RESTRUCTURINGIn July 2010 a protocol was signed with the City Council of A Coruña and a commission was created to draft a proposal concerning the urban planning of Parrote dock, this was sent to the General Directorate for Cultural Heritage to keep them informed. According to the report, issued in December 2010, the Port Authority is seeking a solution that meets the established parameters.
RELATIONS WITH GOVERNMENTS: OUTER HARBOUR AND RAILRegarding the need for rail access to the outer harbor, the General Directorate of Railway Infrastructure from the Ministry of Development tendered and awarded in 2010 an informative study of access to outer harbor.
The analysis of relevance, along with other concerns of our stakeholders, as well as the commitments made by the Port Authority to address them, are along the Sustainability Report 2010.
ECONOMIC, SOCIAL AND POLITICAL MILESTONES 2010
On July 25, 2010, after 1962 days of work and 13,706,460 m3 of core material, PK 3+382,46 of the dam is reached, which means the achievement of the planning for the construction of a port, whose main objective is the elimination of potential conflicts of safety and environmental risks that is affecting the city of A Coruña.
Other milestones of 2010 were: the agreements reached at the Business Plan for 2011, in which a financial assistance of 250 million was proposed, to be processed through the Law on State Budget for 2011; the compliance with the Austerity Plan; and certification of environmental management systems according to the UNE-EN ISO 14001:2004 and management of health and safety at work systems according to OHSAS 18001:2007.
