GuadalupeCentersMission:ThemissionoftheGuadalupeCentersistoimprovethequalityoflifeforindividualsintheLatinocommunitiesofgreaterKansasCity.

Wewillaccomplishourmissionby:

• Providingearlychildhood,secondaryandadulteducationalprograms.• Facilitatingaccesstohealthandsocialservicesforallages.• PromotingandprovidingLatinoculturalenrichmentevents.• Sponsoringsocialactivitiesthatengageourdiversecommunities.

TheEarlyChildhoodEducationCenterisaprogramoftheGuadalupeCenters

In1919,aCatholicwomen’sclubestablishedavolunteerschoolandclinicforMexicanimmigrantswhohadsettledinKansasCity,Missouri’sWestside. OriginallyworkingoutoftherectoryofOurLadyofGuadalupeShrine,GuadalupeCentersbecameoneofthenation’sfirstsocialserviceagenciesforLatinosintheUnitedStates. Today,GuadalupeCentersoperatesasacommunitybased,non-profit,501c3corporation.Weareanonsectarianorganizationwithtwomajoraffiliations;theHeartofAmericaUnitedWaysince1924,andtheNationalCouncilofLaRaza(NCLR),since1985.WhileoriginallytheCentersservedMexicanimmigrants,thecenterevolvedbyextendingitstraditionalservice

boundariestoincludemetropolitanKansasCity-nowhometoanestimated200,000Latinos.Workingoutof18buildings,thecenteroffersafullcontinuumofservicesrangingfromhealthandsocialservicestoeducation,youth,andculturalevents.Theagency’sstaff,indedicatedvolunteers,reachesapproximately8,000individuals(primarilyLatinos)everyyear.TheGuadalupeCenterswasoneoftenorganizationsnationwidehighlightedintheIndependentSector’sbook,ProfilesofExcellence,foreffectivenessinthenon-profitsector.TheGuadalupeCenterswashighlightednationally,intheReinvestinginAmerica:TheGrassrootsMovementsThatAreFeedingtheHungry,HousingtheHomeless,andPuttingAmericansBacktoWork.

GuadalupeCentersEarlyChildhoodEducationCenterPhilosophyWebelievethatyoungchildrenlearnbestbydoing.Learningisnotjustrepeatingwhatsomeoneelsesays;itrequiresactivethinkingandexperimentingtofindouthowthingsworkandlearnfirsthandabouttheworldwelivein.Inearlychildhoodyears,childrenexploretheworldaroundthembyusingalltheirsenses(touching,tasting,listening,smelling,andlooking.)Byusingrealmaterialssuchasblocksandexploringtheirideas,childrenlearnaboutsizesandshapes.Theynoticerelationshipsbetweenthings.Intimechildrenlearntouseoneobjecttorepresentanotherobject.Thisisthebeginningofsymbolicthinking.Forexample,achildmightpretendthatastickisanairplaneorablockisahamburger.Theseearlysymbols,thestickandtheblock,aresimilarinshapetotheobjectstheyrepresent.Graduallychildrenbecomemoreandmoreabletouseabstractsymbolslikewordstodescribetheirthoughtsandfeelings.Theylearnto“read”pictures,whicharesymbolsofrealpeople,places,andthings.Thisexcitingdevelopmentinsymbolicthinkingtakesplaceduringearlychildhoodyearsaschildrenplay.Playprovidesthefoundationforacademicor“school”learning.Itisthepreparationchildrenneedbeforetheylearnhighlyabstractsymbolssuchasletters(whicharesymbolsforsounds)andnumbers(whicharesymbolsfornumberconcepts).Playenableschildrentoachievethekeygoalsofourearlychildhoodcurriculum.Playistheworkofyoungchildren.

HeadStartProgramTheEarlyChildhoodEducationCenterisaHeadStartProviderthroughtheMid-AmericaRegionalCouncilHeadStartanditsDelegateAgency,theFamilyConservancy.HeadStartisFederalprogramforpreschoolchildrenfromlow-incomefamilies.TheHeadStartprogramisoperatedbylocalnon-

profitorganizationsinalmosteverycountyofMissouri.ChildrenwhoattendHeadStartprogramsparticipateinavarietyofeducationalactivities.HeadStarthelpsallchildrensucceed.Servicesofferedmeetthespecialneedsofchildrenwithdisabilities.MostchildrenservedbyHeadStartarebetweentheagesofthreetofive.Headstartalsoprovidescomprehensivesocialservices.FamilieswhoqualifyforHeadStartservicesarerequiredtoabidebyHeadStartPerformanceStandardsincluding,butnotlimitedtohealthscreenings,parentinvolvementandattendance.Non-compliancewithHeadStartrequirementsmayhinderthechild’sHeadStartenrollmentstatus.

Accreditation

TheEarlyChildhoodEducationCenterisaccreditedbytheNationalAssociationfortheEducationofYoungChildren(NAEYC).TheNAEYCAccreditationmeansthatyourchild’sprogrammeets10

standardsofexcellenceinearlychildhoodeducation.Programsthatmeetthesestandardsprovideasafeandhealthyenvironmentforchildren,haveteacherswhoarewell-trained,haveaccesstoexcellentteachingmaterials,andworkwithacurriculumthatisappropriatelychallenginganddevelopmentallysound.Theseprogramsarecontinuouslyimprovingthemselvestoprovidethebestpossibleeducationalopportunitiesforchildren.

TheAmericanswithDisabilitiesAct

TheAmericanswithDisabilitiesAct(ADA),effective1992,statesthatpeoplewithdisabilities,includingphysical,mental,and/ormedicalimpairments,areentitledtoequalrightsinpublicaccommodations,includingearlychildhoodprograms.TheADApresentsanexcitingopportunitytoplanforandincludechildrenwithdisabilitiesinallearlychildhoodsettings.Allchildrenandfamiliesbenefitfrominclusion.Childrenwithdisabilitiescansharelearningopportunitieswiththeirpeers,whileinclusionissimplyan

exampleoftheregularpracticeofmeetingtheindividualneedsofeachchildandfamily.

OfficeHours

Becauseoftheamountoftimededicatedtoourchildrenandstaff,TheEarlyChildhoodEducationCenterhasestablishedofficehours.Toursandapplicationsforenrollmentareofferedbyappointment.Toscheduleanappointment,pleasecall(816)604-4140andasktospeakwithanAdministrativeStaff.

EnrollmentInaccordancewithourstatelicense,allchildrenenrolledinTheEarlyChildhoodEducationCenterarebetweentheagesoftwothroughfive.ThestatusofourlicensealsorequiresthatallchildrenservedbyTheEarlyChildhoodEducationCenterbetoilettrained.After3pottyaccidentswithinthesameweek,achildmaybetemporarilysuspendedfromtheprogramfor2weeks.Thistimeperiodisofferedforparentswhochoosetomaintainthechild’senrollmentwhileperfectingthepottytrainingprocess.Fulltuitionpaymentisdueifthefamilydesirestokeepandactiveenrollmentstatus.TheEarlyChildhoodEducationCenterwillofferresourcesthatmayhelpwiththetrainingprocess.Seethelistbelowformoreinformationaboutdocumentsnecessaryforenrollment.

Drop-InCareAsapartofourcontractwiththecollege,TheEarlyChildhoodEducationCenteralsooffersdrop-incareforPennValleyCollegestudents.Thereisa$25.00registrationfeeduebeforethestartdate.Thehourlyrateis$5.00,withaminimumof3hoursdaily.Acopyoftheparentclassscheduleisrequiredeachsemesteraspartofthechild’senrollmenteligibility.Allotherrequirementslistedbelowapplyaswell.

Allformsmustbefilledoutcompletelyandreturnedtotheadministrativestaffpriortoyourchild’sfirstattendanceday.Parents/Guardiansareresponsibleforkeepingimmunizationscurrentandmustprovidetheofficewithanyupdateddocumentation.Parents(mother,fatherorboth)arerequiredtoscheduleasitevisitwiththedirectorand/orfamilyadvocate.Thechild,accompaniedbyanadult,willberequiredtovisitwithhis/herclasspriortohis/herfirstdayofschool.ScheduledvisitwilloccurMondaythroughThursdayinthemorningfrom9amto10a.m.ForthePart-Dayprogram,classvisitswillbefrom8:30a.m.to9:30a.m.and1:30p.m.to2:30p.m.Duringthevisit,weaskthatyouencourageyourchildtoparticipateinactivitieswiththeotherchildren.Parentsarerequiredtostaywiththechildandthegroupduringthevisit.Onthefirstdayofattendanceyourchildisrequiredtobringthefollowingitems:acompletechangeofclothing,includingsocksandunderwear,asmallblanket,(noquilts,please),twoboxesoftissuesandatubeoftoothpaste.Aslenderhandledtoothbrushwillbeprovidedtoeachchildquarterlyatacostof$1.00pertoothbrush.Thiswillbeautomaticallychargedtoyouraccount.Pleasemarkyourchild’snameonallitems.Pleasedonotallowyourchildtobringtoschoolmoney,toys,gum,food,jewelry,medicine,lipstick,lotionetc.Anytypeoftoygunorelectronicequipmentisalsoprohibited.

TheEarlyChildhoodEducationCenterProgramPolicies

CommunicationPolicy

TheEarlyChildhoodEducationCenterrecognizesparentsasvaluedpartnersintheirchildren’sdevelopment.Weencouragecommunicationandclosecollaborationbetweenparents,step-parents,guardiansandstaffmembers.Effectivecommunicationpromotesasafe,healthy,andnurturingenvironmentforchildrenandfamilies.TheEarlyChildhoodEducationCenterrespectstheimportanceofbuildinglonglastingandpositivefamilyrelationships.Two-way,opencommunicationexistsbetweenfamiliesandstaffthroughanumberofwaysincluding,butnotlimitedto,thecommunicationbinderinclassrooms,letters,noticesatthefrontdesk,phonecalls,parentconferences,homevisits,andall-schoolparentmeetings.ThiscommunicationisavailableinEnglishandSpanishwheneverpossible,andTheEarlyChildhoodEducationCenterbilingualstaffareavailableforinterpretationasneeded.CellPhone/BlueTooth/TextingPolicy

Tofurtherpromotecommunicationbetweenparents,childrenandstaff,theuseofelectronicequipment/cellphonesisprohibitedwithinthebuilding.Thispolicyallowsparentstofocusontheirchild.Iffamilieshaveanurgentlocalcalltomake/receivewhiletheyarelocatedwithinthebuilding,theycanasktousetheofficephone.(Staffuseofelectronicequipment/cellphonesislimitedtobreaktimesoutsideoftheclassroom).

ParentDressPolicy(Itisunfortunatethatwemustincludethisasapolicy.)ParentsandalladultsmustbeappropriatelydresseduponenteringTheEarlyChildhoodEducationCenter.Pajamas,slippers,lowcut,revealingdressareallexamplesofinappropriatedress.Adultsarerolemodelsforchildrenandnecessarytocreateacomprehensivelynurturingenvironment.

Fees

TherearenofeeschargedforfamiliesenrolledintheHeadStartprogram.GuadalupeCentersofferswrap-aroundchildcareforfamiliesinneedofadditionalservicesatthetuitionrateslistedbelow.ForfamilieswhoareenrolledinTheEarlyChildhoodEducationCenter(non-HeadStartprogram),Monday-Friday,full-timeandpart-timeservicesareoffered.Theratesandpoliciesarelistedbelow.Feesaredueonaweeklybasis,payableonFridayPRIORtotheweekofattendance.Ifpaymentisnotmade,yourchildwillnotbeaccepted.Feesthatremainunpaidformorethantwoweeksaresubjecttoaction.Unlesspaymentarrangementsaremadewiththedirector,yourchildwillnotbeabletoreturntotheprogram.Ifnoarrangementsaremadeorifnopaymentisreceived,thepreschoolwillsubmittheaccounttoGCI’sChiefFinancialOfficerand/oracollectionagency.Checkormoneyordermaybeusedtomakeapayment.A$30.00feeisincurredforchecksreturnedduetoinsufficientfunds.Anannualregistrationfeeof$25.00andthefirstweek’stuitionisduepriortoyourchild’sfirstday.PreschoolTuition:

Ifyouhavemorethanonechildattendingthepreschoolprogram,a$5.00weeklydiscountisappliedforthesecondchild’srate.Latefeesarechargedtoparentswhofailtopickuptheirchildby6:00pm.Afivedollar($5.00)feeischargedforthefirstfifteenminutes.Thereafter,$1.00perminuteisapplied.Thelatefeeisdueuponarrival.TheEarlyChildhoodEducationCenteracceptschildcareassistancereimbursementfromtheMissouriDivisionofFamilyServicesandKansasSocialRehabilitationServices.Itistheparent/guardian’sresponsibilitytomaintaintheirchildcareassistancecurrentasrequiredbytheState.Formoreinformationontheeligibilityrequirementsoftheseprograms,pleasecontactyourlocalofficeortheFamilyAdvocate.Refunds

TheEarlyChildhoodEducationCenterdoesnotreturnfeesforservicesthathavebeenrendered.TerminationPolicy

TheEarlyChildhoodEducationCenterrenderschildcareservicestoparentsandchildrenforafee.FeesaredueFridayorMondayofeachweekunlessotherpaymentarrangementsaremade.Achildmaybeterminatedfromtheprogramfornonpayment.Acollectionagencymaybeenlistedtoaddressfeebalance.AttendancePolicy

ChildrenenrolledatTheEarlyChildhoodEducationCentermustmaintainan85%attendancerate.ThisattendanceisrequiredbothbytheFederalHeadStartStandardsandTheEarlyChildhoodEducationCenterpolicy.Consistentattendanceisessentialforyourchild’sprogress.TheEarlyChildhoodEducationCenterreservestherighttoterminatetheenrollmentofchildrenwhosefamilieswhocontinuouslyfailtomaintain85%attendanceorareabsentformorethan2weekswithout

communicationandwithoutmeansfortheschooltocommunicatewiththefamily.

VacationAsanationallyaccreditedpreschoolandaHeadStartpartner,TheEarlyChildhoodEducationCenterstaffisrequiredtoattend20hoursoftrainingannuallyinadditiontocontinuedprofessionaldevelopment.Professionaldevelopmentofstaffsupportsourcommitmenttoaqualityexperienceforyourchild.GuadalupeCentersoffersthefollowingvacationandsickleavepoliciestohelpsubsidizethedaystheprogramisclosedformandatorystaffdevelopment.

TheEarlyChildhoodEducationCenterallowsamaximumoftwoweeksofvacationpercalendaryear.Vacationtimeisallottedinweeklyincrements.Werequireyourrequestinwritingatleastoneweekinadvance.Thenoticeshouldindicatetheexactdatesyourchildwillbeabsent.Avacationfeeof$20perweekisappliedtoyouraccount.Vacationtimedoesnotaccruefromyeartoyear.Note:Inaddition,TheEarlyChildhoodEducationCenteroffersa$20feeperfamilyforthedaysoffbetweenChristmasandtheNewYear.Becausethecollegecampusisclosedduringthistime,thepreschoolcannotofferservices.SickTimeTheEarlyChildhoodEducationCenterallowsfivesickdayspercalendaryear.Tousethisbenefit,parentsmustcallby8:30a.m.tonotifythepreschoolofillnessandrequesttheuseofasickdayinordertoreceivecreditfortheday.Withouttherequesttouseasickday,theweeklytuitioncostremainsthesame.Sicktimedoesnotaccruefromyeartoyear.Pleasecallthemainlineat(816)604-4140toreportabsences.

GuadalupeCenters,Inc.closesonceayearforanallagencystaffretreat.Thisdatevariesandwillbeannounced.HolidaysthatfallonaSaturdaywillbeobservedonthepreviousFriday.IfaholidayfallsonaSunday,itwillobservedonthefollowingMonday.(ThisclausemayvaryfortheChristmasEve&Day).

AdditionalSchoolClosings:

AdministrationprovidesadvancenoticeofTheEarlyChildhoodEducationCenterclosingstotheextentpossible.SchoolclosingsduetoweatherwillbeannouncedonthelocalnewschannelsandcorrespondwiththeclosingsoftheMetropolitanCommunityCollege(MCC)PennValleyCampus.Forotherinformation,callouradministrativebuildingat(816)421-1015.

ProgramDescription

Eachdayisplannedtoprovidechildrenwithanopportunityforemotional,cognitive,language,andphysicaldevelopment.Lessonplansarepostedonthewallinsideeachclassroom.Thechildren’sscheduleremainsconstanttohelpestablisharoutine.Occasionallychangesaremadetoaccommodatespecialeventsortomeettheneedsofthechild’sdevelopment.

TheEarlyChildhoodEducationCenterimplementstheCreativeCurriculum.Thephilosophyofthiscurriculumisthatyoungchildrenlearnbestbydoing.Learningisnotjustrepeatingwhatsomeoneelsesays;itrequiresactivethinkingandexperimentingtofindouthowthingsworkandlearnfirsthandabouttheworldwelivein.Inearlychildhoodyears,childrenexploretheworldaroundthembyusingalltheirsenses(touching,tasting,listening,smelling,andlooking.)Byusingrealmaterialssuchasblocksandexploringtheirideas,childrenlearnaboutsizesandshapes.Theynoticerelationshipsbetweenthings.Intimechildrenlearntouseoneobjecttorepresentanotherobject.Thisisthebeginningofsymbolicthinking.Forexample,achildmightpretendthatastickisanairplaneorablockisahamburger.Theseearlysymbols,thestickandtheblock,aresimilarinshapetotheobjectstheyrepresent.Graduallychildrenbecomemoreandmoreabletouseabstractsymbolslikewordstodescribetheirthoughtsandfeelings.Theylearnto“read”pictures,whicharesymbolsofrealpeople,places,andthings.Thisexcitingdevelopmentinsymbolicthinkingtakesplaceduringearlychildhoodyearsaschildrenplay.Playprovidesthefoundationforacademicor“school”learning.Itisthepreparationchildrenneedbeforetheylearnhighlyabstractsymbolssuchasletters(whicharesymbolsforsounds)andnumbers(whicharesymbolsfornumberconcepts).Playenableschildrentoachievethekeygoalsofourearlychildhoodcurriculum.Playistheworkofyoungchildren.

Health

TheStateofMissouri’sHealthDepartmentregulationsstatethatifachildisshowinganyofthesymptomslistedbelow,thechildshouldnotcometoschool.Forthewelfareofthechildandtheprotectionofothers,shouldyourchildexhibitanyofthefollowingsymptoms,theyshouldremainathomeforatleast24hours.Parentsofachildwhoexhibitsanyoneofthesesymptomswillbecontactedtotakethechildhome.Onceidentified,theillchildwillbecaredforbyadministrativestaff,isolatedfromothers,untiltheparentarrives.Anyoneofthefollowingsymptomsapplies:

Medication

Intheeventthatyourchildmusttakemedicationduringschoolhours,thefollowingregulationsmustbeobserved:1.*Allmedicationsbothprescribedandoverthecounter,mustbeaccompaniedbyasignedphysician’sorder.Thisordermustincludethefollowingcurrentinformation;thechild’sname,nameofmedication,diagnosis,dosageanddurationofadministration.

RestrictedDietsChildrenwillspecialdietaryneedsareidentifiedduringtheenrollmentprocess.Parentsofthesechildrenareprovidedaformthatistobecompletedbytheattendingphysician.Theformrequestsinformationfromthedoctoraboutexactfoodstobeomittedandsubstitutionsthatareallowable.Theapplicationisincompleteuntilthisinformationisreturnedtotheagency.Thisinformationmustbeupdatedannuallyandisrequiredforcontinuedenrollment.Stafftrainingforcaregiversofchildrenwithspecializedneedsisrequiredandthetrainingisprovidedbytheagency.EnvironmentandInjuriesTheEarlyChildhoodEducationCenterincorporatesanIntegratedPestManagementsystemthatisperformedwhenthefacilityisclosed.Thissystemissettoprovideapestfreeenvironmentwithouttheuseofstrongfumigantsandtraps.TheEarlyChildhoodEducationCenterisasmoke-freefacility.AKansasCityordinanceprohibitssmokingonthegrounds;includingtheparkinglotandplayground.

TheEarlyChildhoodEducationCenterisaviolence-freeworkplace.Possessingadangerousweaponorotherharmfuldeviceisstrictlyprohibited.Teachersareconstantlyalerttotheneedforprovidingasafeenvironment.However,accidentsmayoccurthatinvolveinjurytoachild.Intheeventofaccidentalinjurytoachild,theteacherinchargewillchecktheinjuryforseriousness.Iftheteacherassessesthatthechildneedsmorethanbasicfirstaid,theparentwillbecontactedimmediately.Ifaparentisnotavailable,thefirstemergencycontactpersonlistedontheapplicationwillbecontacted.Iftheparentoremergencycontactcannotbereached,thechild’sphysicianwillbecalledandhis/herdirectionswillbefollowed.An“ouchform”willbecompleteddetailingtheincidentandtheactiontaken.Thestaffmember,parentanddirectorwillsigntheform.ChildGuidanceThegoalofchildguidanceistohelpchildrenbecomeself-regulated.Webelievethatdisciplineislearnedandthetrainingprocesstakespatienceandpractice.Whenanunacceptablebehavioroccurswewillredirectthebehavior.Thiscanbeachievedbymodelingalternativebehaviorsforchildrenandteachingthemsociallyacceptablewaysofdealingwiththeirfeelings.Choicesencouragechildrentofeelresponsiblefortheirownbehaviors.Whenachildpresentsinappropriatebehavior,he/sheisgiventwochoices,bothpromotingthesamedesiredend.Learningtodevelopverbalskillsisveryimportantforachild.Teachingstaffoftenremindchildrentoexpressemotionsappropriately(notphysically).Examplesoftheappropriatewordsaremodeledforchildren.PlazadeNiñosinconjunctionwiththeHeadStartDelegate,TheFamilyConservancy,providesparentswithbehavioralresourcesforchildren.Theseresourceshelpfamiliesandteachingstaffmaintainaconsistentpatternondealingwithbehavioralissues.**Ifbehavioralproblemscontinue,thechild’sbehaviorwillbeobservedtotrytodetermineapatternorcausefortheproblem.Atthistimetheparent(s)/guardianwillbeconsultedtoactivelyparticipateinasolution.FieldTripsandTransportationFieldtripsareofferedthroughouttheyear.Whilesomefieldtripsmaybelocal,othersmayrequiretransportingchildrenfromthecenterbybusoutfittedwithappropriateharnessesandseatbelts.Parentswillbenotifiedinadvanceofanyscheduledfieldtripincludingdepartureandarrivaltimes.Parentswillbeaskedtoprovidesignedpermissionthree(3)dayspriortothefieldtrips.Whenappropriate,wewelcomeparentstoattendfieldtripsaschaperones.Asachaperone,aparentandchildmustremainwiththeclassatalltimes.Aparentinterestedinservingasachaperoneisaskedtoinformthechild’steacher.Thisallowsustomakearrangementsforthe
