Associação Mundial das Grandes Metrópoles – rede Metropolis

•Instituição privada, criada em 1985, tem como membros as 100 maiores cidades e regiões metropolitanas do mundo com mais de uma milhão de habitantes.

•O Estado de São Paulo é membro de Metropolis e ocupa a vice-presidência executiva da rede para a América Latina e o Caribe por meio da Secretaria de Desenvolvimento Metropolitano e da Emplasa, sendo representado pelo, então, secretário Edson Aparecido e tendo como suplente a Diretora da Emplasa Diana Motta.

•A missão de Metropolis é promover o desenvolvimento sustentável das regiões metropolitanas visando à melhoria da qualidade de vida de seus cidadãos, por meio de fóruns internacionais onde diferentes regiões do mundo possam trocar boas experiências e práticas urbanas.

•As Iniciativas Metropolis são planos de trabalho realizados dentro da rede, liderados por membros e abertos também à participação de parceiros.

A Iniciativa Metropolis do Estado de São Paulo

•Tema: Governança Metropolitana

•Data prevista: Março 2012 – Dezembro 2014

•Objetivo:

Comparar e discutir as diferentes estratégias implementadas pelas cidades em que foi, ou ainda é, necessário estabelecer uma estrutura de governança metropolitana. Diferentes dinâmicas serão analisadas bem como os diferentes tipos de governança - institucionalizada ou não.


A Iniciativa Metropolis de Melborune:

•Tema: Planejamento Urbano Integrado e Parcerias Público-Privadas

•Data prevista: Dezembro 2011-Dezembro 2013

•Objetivo:

O objetivo principal é desenvolver um modelo de planejamento estratégico integrado como ferramenta para tomada de decisão e monitoramento dos protocolos aplicados em geral e que possa se adaptar a contextos locais visando desenvolver infraestrutura.


Participação no evento em Nova Déli

•Convite dos organizadores do evento:Governo de Melbourne, Programa GlobalCompact Cities das Nações Unidas e NIUA

•Delegação de São Paulo:Sânia Baptista, Rovena Negreiros pela Emplasa e Catarina Mastellaro pela SDM.


Programa do Evento:

Total: 40 participantes, em sua maioria de cidades indianas.


Principais pontos discutidos:

•Complexidade institucional;•Capacidade para implementar projetos;•Desafios de financiamento;•Engajamento da comunidade;•Diversidade cultural e religiosa;

Encaminhamentos:

•Possibilidade de São Paulo realizar evento para disseminar suas informações sobre PPPs;•Enviar nossa metodologia do PAM;•Enviar documento sobre sucessos e fracassos em PPPs em São Paulo.

Patterns of Metropolitan Governance and Public Policies Management

Object:

Comparative study with some metropolitan regions, considering:

•Historical aspects of their constitution and development;

•Political structure for metropolitan governance;

•Models of decision-making and distribution of responsibilities in the formulation, implementation and financing of policies and projects;

•Public private partnerships and their role on metropolitan development.

Objectives:

•Contribute to increase knowledge about successful experiences that may be appropriate for different metropolitan regions, in particular for public / private funding and forms of financing metropolitan projects;

•Develop joint solutions, considering the lessons learned by each participating.

Start/end dates of the project: February 2012 / November 2014 Total duration of the project: 3 years

Main activities:•Transfer of knowledge and experiences among collaborating cities and institutions;

•Onsite and virtual seminars;

•Immersion in case studies to provide technical advice to cities;

•Open information and awareness-raising channel regarding the metropolitan issue;

•Comparative study of metropolitan governance to be published, with technical and political recommendations.

Expected results:

•Dissemination of good practices and alternatives to foster metropolitan governability and for financing projects that may be applicable to different metropolitan realities, especially for explaining to emerging metropolises the challenges to be pursued.

•Despite the impossibility of finding a metropolitan governance and a financial model that fits the diversity of situations found in metropolitan areas of developing/emerging countries, the report of several experiences will enable the identification of the most relevant aspects to be observed when constructing the best arrangement.

After this brief perspective of the Sao Paulo led Metropolis Initiative, we will now introduce you an example of a successful capacity building project we are developing, our “Macro-Metropolis Plan”.
